Previously, offenders could reduce their fines by up to 50% by paying within set deadlines or completing educational courses. A resolution issued on July 16, 2026, introduced the System of Control and Surveillance (SICOV) into the Integrated Attention Centers (CIA), requiring facial recognition verified by the Registrar’s Office. The implementation of the biometric system follows concerns over cases where offenders brought other individuals to take advantage of the discount programs. Initially, the facial recognition will operate at the Integrated Attention Centers, and starting September 16, all traffic authorities will be required to incorporate this feature. According to the Bogotá Metropolitan Mobility Secretary, there were approximately 12 million daily movements, resulting in over 900,000 fines issued during 2025, 300,000 more than in 2024. Of these, 57% were related to vehicles, trucks, and campers, while 37% were for motorcycles. Not all fines carry the same value, as outlined in the National Traffic Code. The severity of the offense determines the fine amount. For example, driving through restricted zones differs from failing to perform a technical inspection.
