The session of Circle 99 discussed Srebrenica as a paradigm of genocide, emphasizing that it was not an isolated incident but a strategic goal of the wartime leadership led by Radovan Karadžić. The genocide was ordered through Directive No. 7 in March 1995, directing the Drina Corps of the Army of Republika Srpska to create conditions of total uncertainty and hopelessness for the residents of Srebrenica and Žepa.
