Mexico has filed 20 criminal complaints against U.S. authorities over the deaths of Mexican nationals during immigration enforcement operations, according to the Ministry of Foreign Affairs. This legal action was announced by President Claudia Sheinbaum in early July, following reports of multiple fatalities among Mexican citizens under U.S. immigration custody. The deaths occurred in eight U.S. states, Arizona, California, Florida, Georgia, Illinois, Louisiana, Missouri, and Texas. According to the ministry’s statement, eight complaints were directed to state-level prosecutors, while twelve were sent to district attorneys. The move comes amid ongoing tensions between Mexico and the U.S. government over human rights concerns related to migrant treatment. Mexican Ambassador Roberto Lazzeri met with officials from the U.S. Department of Homeland Security and Immigration and Customs Enforcement (ICE) to demand accountability for each case. He emphasized the need for thorough investigations into the circumstances surrounding the deaths. Additionally, Lazzeri raised concerns regarding the living conditions in facilities holding undocumented immigrants, urging improved oversight. Mexican Foreign Minister Roberto Velasco stated that since the start of former President Donald Trump's second term in January 2025, at least 17 Mexican citizens have died during raids or in detention centers operated by ICE or other federal agencies. Velasco called upon the United Nations High Commissioner for Human Rights, Volker Türk, to request information from Washington and provide technical recommendations aimed at preventing such incidents. Sheinbaum also expressed her intention to pressure private operators of detention facilities in the U.S. to uphold the human rights of Mexican nationals. Her comments came during a press conference in early July, where she outlined measures intended to improve conditions for migrants held in U.S. custody. Under Trump’s renewed administration, ICE intensified its efforts against unauthorized immigrants, leading to increased use of firearms during operations. These actions sparked protests in January 2025, prompting Trump to remove Secretary of Homeland Security Kristi Noem. The heightened enforcement policies have been criticized for contributing to the alarming death toll among detained migrants. The Mexican government continues to push for transparency and reform within U.S. immigration systems, citing systemic failures that result in preventable fatalities. Legal proceedings initiated through the filing of criminal complaints represent one step toward holding responsible parties accountable. However, the effectiveness of these measures depends on cooperation from U.S. authorities and the willingness to address underlying issues affecting migrant safety.
