EU Commissioner Michael McGrath has expressed support for implementing age-appropriate social media restrictions for children and teenagers, rather than enforcing a complete ban. Speaking during an interview with RTÉ News in Washington, McGrath outlined plans for the European Union to introduce such measures across its 27 member states ahead of the autumn. The initiative is based on recommendations from an expert panel focused on child safety, which suggested that children under the age of 13 should only be permitted to use social media platforms under the supervision of parents, caregivers, and educators. These restrictions would ease gradually as individuals grow older. The proposed regulations aim to place greater responsibility on social media companies to safeguard younger users. McGrath emphasized that the plan involves a graduated, age-based strategy instead of a blanket prohibition until the age of 16. He noted that while the exact legal framework is still being developed, the goal is to create a unified EU-wide regulatory system regarding social media access for minors. This approach aligns with the preferences of most member states, which have shown a tendency toward centralized oversight over localized solutions. McGrath acknowledged that the European Commission must also consider how these rules will be enforced. While the Digital Services Act currently provides a foundation for regulating digital services, including potential financial penalties, he clarified that the specific legislation governing the new restrictions has not yet been finalized. Enforcement mechanisms remain a key area of discussion, particularly in ensuring compliance across the union. In addition to discussing social media regulation, McGrath is engaged in discussions with U.S. officials on broader issues related to online safety for children, as well as topics such as market competition and data protection. His current visit to Washington coincides with the expiration of a temporary policy introduced by the Trump administration, which was previously invalidated by the U.S. Supreme Court. Although this policy is set to expire on Friday, McGrath stated that the European Commission continues to maintain close communication with American counterparts regarding the full implementation of the trade agreement signed under the Turnberry Agreement. The Turnberry Agreement, established nearly a year ago, has faced challenges since its inception. McGrath confirmed that the EU is fully adhering to its commitments under the agreement, and that the U.S. administration has assured them of its continued dedication to maintaining the agreed-upon tariff rates, no higher than 15% for EU exports to the United States. This assurance is crucial as both sides work toward stabilizing trade relations amid evolving political landscapes. As the EU prepares to roll out its social media restrictions, the focus remains on balancing safety concerns with the need for effective enforcement. With discussions ongoing and multiple stakeholders involved, the coming months will likely see further clarification on how these policies will be structured and executed.
