Vice Mayor and Housing Councillor Elke Hanel-Torsch announced on Friday that Vienna is developing a new residential complex designed specifically for women’s needs. The project, titled “Women’s Work City, Rethought,” will be constructed on a 2,500-square-meter plot in the Seestadt Aspern district. Officials stated that the development will include approximately 80 secure, affordable apartments tailored to female residents. Mayor Michael Ludwig described the initiative at a meeting of the local Social Democratic Party as a lighthouse project for gender policy. He emphasized that housing policy has always been intertwined with women's political issues. The design process prioritized firms with high percentages of female architects and landscape planners. According to city officials, this approach ensures that women’s experiences have shaped the project from its inception. The concept draws inspiration from the original Women’s Work City established in the Floridsdorf district roughly three decades ago. That earlier model integrated kindergartens, shops, and medical practices directly into the residential compound. It also featured community spaces, short internal distances, and visible staircases to avoid areas perceived as unsafe or poorly lit. A second iteration, known as Women’s Work City II, opened in the Favoriten district in 2004. Questions remain regarding residency eligibility. While the project is marketed as a city for women, legal constraints prevent authorities from excluding men from living in the buildings. However, the city pointed to recent changes in Vienna’s housing allocation system. Under these new rules, single parents receive bonus points during the application process. Additionally, women escaping violent relationships are granted priority access to new housing more rapidly than under previous systems. These measures aim to address specific vulnerabilities without legally barring male occupants. Separate from the housing announcement, the Children and Youth Ombudsman for Vienna released its 2025 activity report on Wednesday. The document highlighted severe overcrowding in crisis centers operated by the Department of Child and Youth Welfare. The Ombudsman noted that the year marked an alarming peak in pressure on these facilities. Crisis centers are intended to provide protection and stability while authorities assess potential dangers to children. However, chronic understaffing led to one center closing due to personnel shortages. Consequently, an intake freeze was implemented just before Christmas 2025. New admissions were permitted only when existing residents were discharged. In emergency cases, placement in social-pedagogical institutions was allowed instead. For months prior to the freeze, all child crisis centers recorded occupancy levels far exceeding capacity. Some units housed up to 15 children despite being designed for eight. This overcapacity resulted in a lack of supervision, space, and privacy. Reports indicated that children slept on mattresses in conference rooms and lacked desks for homework. The age range within these centers was also criticized as too broad, with three-year-olds residing alongside older school-age children exhibiting delinquent behavior or requiring care services. Many young residents reported feeling unsafe and confused about their prolonged stays. To maintain security, the facilities increasingly relied on staff from private security firms in 2025. The Ombudsman argued that these individuals often lacked pedagogical training or experience working with minors. This shift contributed to violations of children's rights. One twelve-year-old girl recounted moving into a shared apartment shortly before Christmas. During the holiday period, she had to sleep in three different group homes following her parents' separation. She required stability and protection but faced instability instead. The Ombudsman proposed several improvements to restore the function of crisis centers as places for stabilization and perspective-building. Recommendations include expanding total bed capacity, further differentiating age groups, forming cohorts based on pedagogical needs rather than regional factors, and enhancing intensive outpatient crisis assessment. They also called for alternative solutions for placements returning from group homes or foster care. In 2025, inspectors conducted 78 monitoring visits, including 19 in crisis centers and 59 in group homes operated by public or private providers. In unrelated news, a book presentation took place Tuesday evening in the Grand Jury Chamber of the Regional Criminal Court in Vienna. The event promoted “Taste of Prison, Recipes and Stories from the Josefstadt Prison.” The venue, typically used for major trials such as the ongoing case against comedian Gunkl for sexual abuse, hosted nearly a full audience for the launch. Daniela Schwimbersky, an evangelical pastor and chaplain at the prison, conceived the book after noticing the scent of cooking food emanating from a cell four years ago. An inmate told her that choosing his daily meal was a small freedom he valued. Many prisoners contributed recipes and personal stories to the publication. Despite limited food options and the absence of stoves in many cells, dishes ranged from prison-style tiramisu to Filipino rice soup. Prison Director Krista Schipper explained that installing stoves in all cells would overload the electrical grid. She described the current situation at the facility as unprecedented. Although the prison is designed for 800 inmates, it currently holds 1,150. Simultaneous renovation work has exacerbated the strain. Staff are experiencing increased long-term sick leave due to exhaustion. Court President Friedrich Forsthuber expressed concern over the conditions, stating that prisons should not be dungeons. Attendees sampled egg-free tiramisu and coffee-machine dates prepared according to the book's recipes.

Dunaj gradi lastno mesto za ženske [premium]

Mesto Dunaj načrtuje nov stanovanjski projekt z imenom "Frauen-Werk-Stadt Neu gedacht", katerega cilj je ustvariti varna, cenovno dostopna stanovanja, prilagojena posebej potrebam žensk.

Članek obravnava knjigo z naslovom 'Taste of Prison - Rezepte und Geschichten aus der Justizanstalt Wien-Josefstadt', ki vsebuje recepte in zgodbe zapornikov v zaporu Vienna-Josefstadt.

Zakaj dejstva (85): The article accurately reports on a specific book launch event at the Vienna Criminal Court, citing named individuals (Daniela Schwimbersky, Krista Schipper) and specific details like the 'Gunkl' trial occurring nearby. The narrative regarding the origin of the book idea is coherent and plausible wi

Zakaj objektivnost (90): The tone is journalistic and descriptive, focusing on the human interest aspect of prisoners cooking. Ocena pristranskosti (Progresivno): Članek temelji izključno na ugotovitvah in kritičnih navedbah neodvisnega nadzornega organa (Kija Wien), ki situacijo obravnava kot sistemsko napako, ki zahteva takojšnje ukrepanje ("alarmierend", "Handlungsbedarf"). V njem so poudarjene negativne posledice, kot so kršitve pravic in nevarna družbena razmerja.

Zakaj dejstva (80): The article cites a specific report (Kija Wien 2025 Activity Report) and provides concrete statistics (e.g., 15 children vs. 8 capacity).
