Indonesia and Belarus have formally launched a five-year roadmap aimed at deepening their bilateral cooperation across multiple strategic sectors, marking a significant step in their diplomatic and economic relationship. The initiative was announced during a high-level meeting between Indonesian President Prabowo Subianto and Belarusian President Aleksandr Lukashenko at the Merdeka Palace in Jakarta. This roadmap, titled the "Roadmap for Strengthening Indonesia-Belarus Cooperation 2026–2030," outlines a comprehensive plan to enhance cooperation in areas such as agriculture, industry, food security, culture, and science and technology.

The agreement underscores a mutual commitment to fostering more focused, concrete, and mutually beneficial collaborations. President Prabowo emphasized that the roadmap serves as a guiding framework for developing bilateral relations over the next five years. It highlights the intention to leverage each nation’s unique strengths to address shared challenges and opportunities. In particular, the roadmap identifies agriculture and food security as critical areas for collaboration, given the complementary nature of Indonesia’s and Belarus’s agricultural capabilities. Both countries aim to bolster cooperation in modern agriculture, the provision of fertilizers, agricultural tools, and heavy equipment.

Economic cooperation is another central pillar of the roadmap. The two nations have agreed to expand their partnership to support each other's national development agendas, focusing on industrial growth, agricultural modernization, supply chain resilience, and technological integration. President Prabowo acknowledged Belarus’s role in completing the ratification of the Indonesia-Eurasian Economic Union Free Trade Agreement (I-EAEU FTA), noting that Indonesia is also working on finalizing its own domestic ratification process. This move is seen as crucial for strengthening trade relations with the Eurasian region and unlocking greater economic opportunities for both countries.

Industrial collaboration is highlighted as a major area of interest, with both sides identifying significant potential for increased investment and the establishment of joint ventures in sectors such as manufacturing, automotive, heavy vehicles, and agro-industry. These industries represent key growth areas for both economies and are expected to drive innovation and job creation. Additionally, the roadmap emphasizes the importance of socio-cultural and human resource development through initiatives such as cultural exchanges, partnerships between educational institutions, and the enhancement of vocational education and training programs. These efforts aim to improve the quality of human resources in both countries and foster deeper people-to-people connections.

During the high-level meeting, several memorandums of understanding (MoUs) were signed, covering partnerships in healthcare, national accreditation, financial transaction reporting, science and technology, and financial services. These agreements signify a broad-based approach to bilateral engagement, extending beyond traditional economic ties into areas that contribute to long-term stability and development. The signing of these MoUs indicates a structured effort to build institutional frameworks that facilitate ongoing dialogue and cooperation.

The announcement of the roadmap follows a series of recent developments that have strengthened the Indonesia-Belarus relationship. Earlier in 2025, President Prabowo made a state visit to Belarus, where he and President Lukashenko reaffirmed their commitment to expanding bilateral cooperation. A business forum held shortly before the latest meeting explored economic cooperation opportunities valued at approximately $500 million. This figure represents the current level of trade and investment between the two countries and sets the stage for further growth.

Indonesia’s push for stronger agricultural cooperation aligns with its broader strategy to become a global food power. Recent advancements in agricultural technology, such as the Modern Agriculture-Advanced Agriculture System (PM-AAS), have demonstrated the potential to significantly increase rice productivity. This system, which combines traditional Indonesian planting techniques with modern practices from the United States and China, aims to achieve yields of up to 12.4 tons per hectare. Such innovations are expected to play a pivotal role in enhancing food security and supporting export ambitions.

As the roadmap takes effect, both countries are anticipated to implement specific measures to realize the outlined goals. This includes the facilitation of trade agreements, the promotion of joint ventures, and the expansion of cultural and educational exchanges. The success of the roadmap will depend on sustained political will, effective policy coordination, and active participation from both private and public sectors. With the foundation now laid, the coming years are likely to witness intensified collaboration and tangible progress in various strategic domains.
