Prior to the state visit, Indian Ambassador Sandeep Chakravorty indicated that negotiations had progressed to a very advanced stage, suggesting that the agreement was imminent. Chakravorty drew parallels with India's previous BrahMos export deal with the Philippines, highlighting the missile system's reliability and cost-effectiveness as a viable option for Southeast Asian nations aiming to enhance their maritime deterrence capabilities.
