During this probe, nearly 40 witnesses were interviewed, though neither Neal nor Clement participated due to having left the company. John Neal served as chief executive from 2018 to 2025. During his tenure, he was reportedly challenged by former chairman Bruce Carnegie-Brown about his relationship with Clement. Carnegie-Brown even suggested that they stay in separate accommodations when traveling together. Despite these concerns, no formal investigation was initiated until after Neal’s departure. Current chairman Sir Charles Roxburgh noted that the investigation uncovered “serious failings in the governance standards and in following processes,” particularly in how whistleblowing reports were handled. Lloyd’s, established in 1688 in Edward Lloyd’s coffee shop on the banks of the River Thames, has faced scrutiny in recent years over allegations of sexual harassment and excessive alcohol consumption. According to the investigation, while Neal agreed to modify his behavior upon being alerted to concerns, there was no evidence of meaningful change.
