The European Union has decided to suspend its financial support for the 61st Venice Biennale following reports that Russia participated in the event this year. The decision comes after the European Commission’s executive vice-president, Henna Virkkunen, publicly criticized the inclusion of Russian artists, stating that cultural projects funded by European taxpayers should promote democratic values. The move marks a significant shift in EU policy toward cultural collaborations involving countries deemed to violate these principles. The Venice Biennale, one of the world's most prestigious contemporary art exhibitions, runs until November 22. It opened on May 9 and will take place in the Arsenale and Giardini, among other locations within Venice’s lagoon. This year, 99 countries have been represented, including Israel, a notable increase from the 88 nations participating two years ago. The participation of Israel has sparked controversy, with some Slovenian representatives calling for its exclusion from the event. The EU’s decision to halt funding stems from the involvement of Russia in the biennale. Russia made its debut at the event since the invasion of Ukraine on February 24, 2022. The Russian pavilion, designed by architect Alexey Shchusev in 1914, hosts works by over 50 young musicians, poets, and philosophers from Russia and several other countries, including Argentina, Brazil, Mali, and Mexico. A delegation member, Mikhail Shvidkov, emphasized that the project aims to showcase a multilingual polyphony of cultures that are not considered peripheral to the West. Despite initial resistance, Russian artists had previously refused to participate in the biennale as a form of protest against the war. In 2024, Russia handed over its pavilion to Bolivia instead. However, this year, the Russian delegation chose to return to the event, highlighting the complex geopolitical dynamics surrounding cultural exchange. Thomas Regnier, spokesperson for the European Commission, confirmed the suspension of the current subsidy for the Venice Biennale, which amounts to two million euros. He reiterated the commission’s stance that cultural projects funded by European citizens must uphold democratic values, encourage open dialogue, diversity, and freedom of expression. These values, he stated, are not respected in today’s Russia. The Slovenian delegation, represented by the collective Nonument Group, presented a project titled Zvočna sled nevidne hiše (Sound Trail of the Invisible House). The work was created by Neja Tomšić, Martin Bricelj Baraga, Nika Grabar, and Miloš Kosec. Slovenian participants, including 200 artists, curators, and technicians, signed an open letter before the biennale’s opening, urging the exclusion of Israel from the event. The decision to cut funding reflects broader tensions between the EU and Russia, particularly regarding the ongoing conflict in Ukraine. While the biennale is primarily a platform for artistic collaboration, the EU’s actions underscore its growing willingness to use cultural diplomacy as a tool for political messaging. The outcome of this decision could influence future international cultural partnerships and set a precedent for how such collaborations are evaluated under EU guidelines.
