Antonio Sanguino, former Minister of Labor, commented on the proposal put forward by former President Álvaro Uribe regarding the pension system. The issue of pensions remains highly sensitive in Colombia following the recent pension reform proposed by the outgoing government led by Gustavo Petro. This reform was initially returned by the Constitutional Court, requiring the Congress of Colombia to review nine articles and add one more. New proposals have since emerged, including Uribe's suggestion to eliminate the current average premium regime managed by Colpensiones and transition to a unified individual savings system within pension funds. Under this plan, individuals would save for their retirement while maintaining certain protections such as a guaranteed minimum pension. Sanguino, along with his predecessor Gloria Inés Ramírez, strongly supported the reform, which was the only legislative proposal backed by the Congress for the outgoing government. From Sanguino’s perspective, implementing Uribe’s proposal would necessitate a counter-reform, implying a major revision of the already approved law after completing all necessary procedures. James Hermenegildo Mosquera Torres, born April 10, 1968, in Istmina, Chocó, serves as a representative to the House of Representatives for one of the Special Peace Circumscriptions. He holds a degree in Law from the Autonomous University of Colombia and specializations in Administrative Law from the Santo Tomás University and Criminal Law and Criminology from the Cooperative University of Colombia. Mosquera previously worked as a legal advisor for two former governors of Chocó, Augusto Cicerón and Patrocinio Sánchez Montes de Oca, who was convicted of embezzlement in 2010. He also held similar roles at the National Social Security Fund (Cajanal) and the Colombian Institute for Family Welfare (Icbf). Additionally, he served as a police inspector in Istmina. Since 2000, Mosquera has operated his own litigation office, representing victims of the Bojayá massacre and cases involving forced displacement throughout Chocó. Some of his clients from the massacre have accused him of owing them money from lawsuits against the State, leading to disciplinary proceedings against him. His candidacy for one of the Special Transitional Peace Circumscriptions (Citrep) was controversial. To qualify, candidates needed certification from the Victims Unit. Twenty days before submitting his application, Mosquera received certification claiming he had been threatened by guerrilla groups. Due to inconsistencies in his account, the Victims Unit reported him to the Supreme Court in 2022, and he continues to be investigated. Despite these allegations, Mosquera secured 10,000 votes and took his seat in the House of Representatives through one of the Special Peace Circumscriptions in Chocó. The political family Sánchez Montes de Oca supported his campaign, using their electoral machinery in his favor. His brother, Sócrates Mosquera, who was mayor of Istmina early in the 2000s, also supported him. Mosquera was manager of his campaign and aligns with the Cordobismo faction, another influential family in Chocó. He sits on the First Committee and supported the government of Gustavo Petro. He was re-elected for the term 2026–2030.
