The State of Mexico has recorded 5,808 cases of missing persons between January 2025 and August 26, 2026, according to data compiled by the National Commission for the Search of Missing Persons. Of these, 54.1% were men and 45.9% women. As of the latest update, 3,836 individuals have been located alive, while 242 remain confirmed deceased. Still missing are 1,730 people. The report highlights municipalities with the highest number of cases, including Ecatepec, Toluca, Naucalpan, Nezahualcóyotl, Cuautitlán Izcalli, Tlalnepantla, Chimalhuacán, and Chalco. Ecatepec leads with 715 reports, comprising 395 men and 320 women. Of these, 465 have been found alive, 28 identified as deceased, and 222 remain missing. Toluca follows with 407 reports, of which 279 were located alive, nine confirmed dead, and 119 still unaccounted for. Naucalpan has 388 reports, with 304 found alive, 21 deaths, and 63 still missing. Nezahualcóyotl records 269 cases, 164 found alive, five deceased, and 100 still missing. Cuautitlán Izcalli has 240 reports, 168 found alive, nine deceased, and 63 missing. Tlalnepantla has 218 reports, 161 found alive, six deceased, and 51 missing. Chimalhuacán reports 214 cases, 116 found alive, three deceased, and 95 missing. Chalco has 212 cases, 154 found alive, six deceased, and 52 missing. The Attorney General’s Office of the State of Mexico (FGJEM) stated that the law addressing forced disappearance entered into effect in December 2019. Since then, efforts have focused on implementing warning systems and location strategies due to the persistent nature of such cases, which occur either voluntarily or through criminal acts. The program Odisea was the initial initiative aimed at registration within the justice system. Between 2005 and 2010, reports did not require notification from the Public Prosecutor's Office or the opening of a case file, leading to inconsistencies in record-keeping, according to the state attorney general. To address these issues, the FGJEM conducted an analysis of available information to establish a comprehensive database of missing persons. This effort involved a working group composed of public servants specializing in gender issues, forensic experts, investigative police, legal professionals, IT specialists, statisticians, and administrative staff. Their task was to create an integrated consultation system centered around databases such as Odisea, Semefo, Sigi, judicial orders, victims of kidnapping, custody placements, and criminal records. This technological tool links records dating back to January 2005 and identifies anomalies such as duplicate entries caused by the lack of identification documents during reporting and existing active records. The initiative aims to improve transparency and efficiency in tracking missing persons, ensuring that all relevant data is systematically organized and accessible. It also seeks to enhance collaboration among different agencies and departments to support families and communities affected by disappearances. The system will allow for better monitoring of ongoing investigations and more accurate updates on the status of each case. The FGJEM emphasized that this project represents a critical step toward resolving long-standing gaps in the handling of missing person reports and improving overall public safety.
