Didier Tavera, executive director of the National Federation of Departments (FND), has identified what he considers the most serious legacy left behind by President Gustavo Petro and his administration: the attempt to dismantle institutional structures. Speaking during an interview with El Debate of Semana, Tavera stated that Petro's government had a clear plan to deinstitutionalize key aspects of governance, including attacks on judicial systems, disconnection from regional authorities, and pressure on the private sector. The president’s term will end on August 7, when Abelardo De La Espriella will assume the presidency in Cali. Tavera emphasized that while the FND does not oppose the government's social assistance policies aimed at addressing citizens' needs, they have consistently argued for the importance of maintaining autonomy in areas such as job creation. He criticized the current administration for stigmatizing the private sector and undermining institutional frameworks, suggesting that the government sought to create dependency on state support rather than fostering self-sufficiency. The FND leader pointed out that the new administration under De La Espriella has made it clear that they will not engage in alliances with the petrist movement to select the comptroller general. This stance reflects a broader shift toward restoring institutional integrity, independence, separation of powers, and improving social and economic conditions through productivity rather than reliance on state aid. Tavera noted that many governors were unable to hold even a single meeting with President Petro, which contradicted the logic of collaborative governance needed to advance regional interests. While there were occasional encounters during public events, these did not allow for meaningful dialogue with the head of state. He described this approach as political sectarianism and a form of progressive centralism, where the government bypassed regional leaders and engaged directly with communities, which he characterized as pure populism. This lack of coordination caused difficulties for governors in carrying out essential processes aimed at benefiting their communities. Now, with the arrival of De La Espriella’s administration, expectations are high for improved communication and collaboration to address regional challenges effectively. Tavera also highlighted the controversies surrounding figures such as Juliana Guerrero and Gabriela Muñoz, describing them as part of a "contract carousel" associated with the outgoing administration. These scandals have further underscored concerns over governance practices during Petro’s tenure. As the transition period begins, the focus shifts to ensuring that the new government can implement its agenda without repeating past mistakes. The emphasis on institutional stability and effective intergovernmental relations is likely to shape policy directions in the coming months. The incoming administration faces the challenge of rebuilding trust among regional leaders and the public, particularly after the perceived erosion of institutional norms under the previous regime.
