Local entrepreneurs have expressed cautious optimism about the changes. One unnamed businessman, who submitted his application two months prior, noted that his request was recently approved, suggesting the government is on track to meet its deadline. “It seems the promise to approve them all by month’s end is being kept. A good signal,” he remarked. The reform strategy also includes incentives for businesses to adopt renewable energy sources, particularly solar power, through tax benefits and other financial tools. While the state will retain oversight through taxation and resource management, most operational decisions will be made at the enterprise level in consultation with local authorities. Strategic industries will remain under state control, though many will no longer receive direct subsidies or administrative support.
