A former council manager in Glasgow has been convicted of stealing hundreds of laptops and iPads intended for vulnerable individuals during the height of the Covid-19 pandemic. Bobby Lee Smith, 37, was found guilty of embezzlement at Glasgow Sheriff Court on 28 July after being exposed for misappropriating 129 Chromebook laptops and 301 iPads valued at £124,644.96. The stolen devices were meant to assist low-income residents lacking internet access, particularly those in mental health services, children's care, and parenting programs. Smith worked as a manager within the Glasgow City Health and Social Care Partnership (HSCP). His role included overseeing the distribution of electronic devices through the Connecting Scotland Project, which aimed to bridge the digital divide among the city’s most disadvantaged citizens. As part of this responsibility, he maintained records of device allocations using a spreadsheet, tracking how many units each organization was supposed to receive.
