The error occurred at Kids Planet Crosby, prompting an investigation by Ofsted, the education watchdog, which found significant shortcomings in the nursery’s ability to safeguard its young charges. The incident took place on June 10, when Jody Riley, a mother from Formby, learned that her daughter Rosie had been taken by a different child’s grandfather. According to reports, the man drove away with the child before realizing his mistake and returning her to the nursery. This alarming mix-up led to an immediate Ofsted inspection, which uncovered multiple failings in the nursery’s operations. The watchdog found that the facility did not consistently meet safeguarding standards, placing children at a “significant risk of harm.” Ofsted’s report highlighted two key areas needing improvement: “children's welfare and wellbeing” and “leadership and governance.” Inspectors noted that leaders had not ensured that safeguarding procedures were consistently applied, leading to vulnerabilities in the system designed to protect the children. Weaknesses in staffing, supervision, and collection processes were identified as contributing factors to the risk of harm. Additionally, the report pointed out that children’s privacy was not consistently respected during toileting and intimate care, although the nursery took immediate steps to address these issues. Despite these concerns, the report acknowledged some positive elements within the nursery. Staff were described as forming warm and secure relationships with the children, understanding their individual care routines such as sleeping, feeding, and emotional needs. However, these strengths were deemed insufficient to counterbalance the critical weaknesses in safeguarding practices. Inspectors emphasized that the lack of an open and positive culture around safeguarding left children vulnerable. They noted that weaknesses in implementing safeguarding policies meant that children were not consistently protected. Staffing arrangements and risk assessments were found to be inadequate in identifying and mitigating potential dangers. Although the nursery responded promptly to the incident by improving collection procedures and restricting access to nursery rooms, leaders could not demonstrate that these changes effectively protected all children from harm. As a result of the findings, Ofsted has indicated it will pursue enforcement actions against the nursery. A Welfare Requirements Notice was issued, mandating the provider to complete a four-point action plan by July 20, 2026. This notice underscores the urgency with which the nursery must address its shortcomings to ensure the safety and wellbeing of its young patrons. In response to the incident, Jody Riley has decided to stop sending her daughter to the nursery altogether, opting instead to care for Rosie full-time. Her decision reflects the deep concern felt by parents regarding the nursery’s ability to provide a safe environment for their children. The nursery has yet to issue a detailed public statement beyond expressing regret for the incident. However, the Ofsted report serves as a clear warning that systemic improvements are necessary to prevent future occurrences and restore confidence among parents and guardians. The situation highlights the importance of stringent oversight and consistent adherence to safeguarding protocols in childcare settings.
