Henry Long, the driver of the vehicle involved, would not qualify for early release due to his longer sentence of 16 years. Burnham announced the suspension of the scheme on Thursday, stating he would work closely with the new justice secretary to conduct a thorough review. He emphasized that any necessary adjustments to the policy would be made without hesitation. Lissie Harper, the widow of PC Andrew Harper, criticized the scheme as “deplorable,” expressing frustration that politicians were making decisions that could impact victims’ families. She described the prospect of early release for the perpetrators as an insult to her family’s grief and loss. PC Harper’s mother also condemned the potential early release of the two men, calling it an affront to the memory of her son. Jason Hogg, chief constable of Thames Valley Police, expressed discomfort with the idea of the killers leaving prison early, noting that under Harper’s Law, a reform enacted in 2022—they would receive life sentences if tried today. Labour’s SDS40 initiative, launched in September 2024, saw 56,323 offenders released after completing 40% of their sentences by December 2025. These reforms were prompted by the dire state of the prison system, which had nearly reached capacity last year, threatening the stability of the criminal justice system. Meanwhile, tensions flared within the cabinet over the early release policy. A hot-mic recording captured Defence Secretary Wes Streeting jokingly referring to Justice Secretary Alex Norris as “the enemy” and suggesting he “wants to let them all out.” Streeting later apologized, clarifying that the comment was meant as a lighthearted reference to a past political jest rather than an endorsement of the policy. His remarks drew criticism from Conservative leader Kemi Badenoch, who accused Labour ministers of trivializing the issue. Home Secretary Shabana Mahmood also issued an apology, acknowledging the gravity of the situation while explaining that the comment was intended as a moment of levity.
