African Rainbow Minerals has given the green light to a R15.2 billion project aimed at significantly boosting its platinum group metals (PGM) production. The decision follows board approval of the initiative, which is set to double the company's PGM output. The Bokoni Project, located in South Africa, represents a major strategic move by the firm, founded by entrepreneur Patrice Motsepe, to strengthen its position in the global PGM market. The project builds upon previous efforts by ARM, which acquired Bokoni in December 2021 for R3.5 billion. Since then, the company has committed an additional R5.3 billion over three years for the mine's redevelopment. The latest cost estimate now totals R15.2 billion, reflecting the scale of the undertaking. The Bokoni Project is expected to increase annual production of 6E (platinum, palladium, rhodium, osmium, iridium, and gold) ounces by between 350,000 and 400,000, effectively doubling ARM's attributable PGM output. The project's feasibility study, completed in June, evaluated key operational aspects such as mining, processing, infrastructure, capital investments, and cost management. The study concluded that the project is viable, with a proposed operating model based on conventional stoping and mechanised development to ensure operational efficiency and higher yields. A detailed technical review conducted by global engineering and management consultancy Hatch confirmed the project's technical soundness, while a financial model assessment reinforced its economic viability. Bokoni had been placed under care and maintenance since 2017 due to challenges faced by former operators Anglo American Platinum and Atlatsa Resources. The mine's acquisition by ARM marked a new chapter, with the company planning extensive redevelopment. The ore body contains approximately 31 million measured 6E ounces at an average grade of 7.4 grams per tonne and an 18% chrome grade, highlighting its richness and long-term potential. The project's financial outlook is promising, with an estimated internal rate of return of 28%, surpassing ARM's required hurdle rates. This strong financial performance is expected to enhance the company's global competitiveness and fully realise the value of its existing assets. The current average hoisted grade at Bokoni of 6.1 grams per tonne is higher than that at other ARM-operated sites, such as Modikwa and Two Rivers, and the existing infrastructure is expected to streamline development timelines and reduce capital expenditures. The phased approach to the project ensures that capacity expansion aligns with development milestones. Initial operational capacity will start at 60 kilotonnes per month (ktpm) and gradually increase to the designed 180 ktpm by 2033. This strategy allows for controlled growth while maintaining prudent cost management. Upgrading existing infrastructure, including recommissioning the chrome recovery plant, is expected to generate early cash flows, laying the groundwork for sustained financial returns. Peak funding for the project is projected to reach R10.4 billion by September 2029, with an estimated payback period of 6.3 years. A conservative base case analysis anticipates annual free cash flows of R4 billion before financing activities, supported by a cautious long-term price outlook. To mitigate price volatility, ARM plans to implement a phased capital rollout and maintain strict funding controls. ARM's experience in underground platinum mining, spanning over two decades, positions it well to execute the Bokoni Project successfully. The company's commitment to leveraging its expertise and resources underscores its confidence in the project's ability to deliver substantial returns and contribute to its long-term growth strategy.
