The Austrian Federal Railways (ÖBB) has been forced to cancel train services due to staff shortages, according to recent reports. The situation has raised concerns among passengers who rely on the rail network for daily commutes. The cancellations have occurred amid ongoing challenges faced by the company, including issues with its parking systems at stations and difficulties in managing ticket access for certain customers. The problem began in 2022 when the ÖBB introduced a new Park & Ride system aimed at encouraging car users to switch to public transport. This system restricted access to parking areas at stations to ÖBB customers and other public transport users. Initially, these spaces were free but required a valid train ticket for entry. Starting in April 2026, the cost of parking increased significantly, with fees ranging from two euros for the first two days to six euros per day after the sixth day. A maximum stay of 30 days was set for each visit. However, the implementation of this system has not gone smoothly. Recently, in Attnang-Puchheim, the exit system failed to recognize the barcode on a Westbahn ticket, resulting in a fine of 50 euros per day. Over two days, this amounted to 104 euros. Apcoa, the operator of the parking facilities, acknowledged in a statement that the code on Westbahn tickets was not readable by their system. After complaints, the passenger ended up paying only four euros instead of the full amount. Westbahn customers continue to face challenges under the current system. They must either justify their unauthorized departure later or ensure they obtain a specific QR code for parking from station attendants. These codes are issued upon request by the train conductors. There are currently no plans to upgrade Westbahn tickets to make them compatible with the existing system. According to the ÖBB, there are no comprehensive data available yet regarding the impact of the new parking system on revenue, costs, and changes in parking behavior, as the system has been in place for a relatively short time. However, initial observations suggest some improvements. In Wels, the introduction of the access system and associated tariffs has led to a noticeable easing of the parking situation. Similarly, in Vöcklabruck, train commuters are finding better parking options at designated spots. However, this shift has caused dissatisfaction in surrounding areas, where many drivers are moving away from the paid ÖBB parking lots to nearby small streets. The issue of staff shortages has further complicated matters for the ÖBB. With fewer personnel available, the company has had to cancel several train services, affecting thousands of passengers. This shortage comes at a time when the company is already dealing with operational challenges related to its new parking policies. Passengers are being advised to check for service updates regularly and consider alternative travel arrangements if necessary. The ÖBB continues to monitor the effects of its new parking system and is evaluating the collected data to determine the long-term effectiveness of the policy. Meanwhile, efforts are underway to address the immediate staffing crisis, though it remains unclear how quickly these measures will alleviate the current disruptions.
