After ten years of being abolished, Switzerland is considering bringing back mandatory dog training courses for new pet owners. Under proposed legislation, future dog owners would be required to attend both theoretical and practical classes before acquiring a pet. This marks a reversal of a policy decision made a decade ago, when the federal government removed the nationwide obligation for such courses, opting instead to rely on cantonal regulations and individual responsibility. The idea of reintroducing mandatory dog training has gained traction among political figures and animal welfare groups. A majority of parliamentarians had previously voted to eliminate the national requirement, arguing that existing measures were insufficient. They believed local authorities and responsible pet ownership could better address the issue. However, some critics argue that this approach was flawed. Green National Councillor Meret Schneider, for instance, contends that dogs have become more integrated into daily life, making it essential for owners to understand how to care for them properly and train them effectively. Schneider emphasizes the importance of awareness regarding risks and responsibilities associated with dog ownership. She highlights scenarios such as taking a dog into public spaces, like restaurants or offices, without causing disruption, or ensuring the animal behaves calmly during traffic situations. “That’s why the dog must learn these things,” she says. “And the owner must be aware of the risks and responsibilities.” As a result, she advocates for reinstating mandatory dog training courses for new dog owners. Supporters of the proposal include the Swiss Dog Federation, which backs the initiative. According to its director, Andreas Rogger, the planned regulation applies only to first-time dog owners. The theoretical course would be required prior to purchasing a dog, while the practical session would need to be completed within 18 months of adoption. Rogger points out that many people today search online for specific dog breeds based primarily on appearance, rather than considering whether their lifestyle suits a particular breed. He argues that the theoretical class would help shift this mindset, encouraging potential owners to think critically about which breed aligns with their ability to meet the dog's needs. While the motion enjoys broad support across the political spectrum, the federal government has expressed reservations. The Federal Council maintains that the regulation should remain under the jurisdiction of the cantons. Despite this stance, the measure appears likely to pass in parliament due to widespread backing. If implemented, the change would represent a notable shift in how dog ownership is regulated in Switzerland, reflecting evolving societal attitudes toward pets and their integration into everyday life.
