Sindikati su istaknuli da su već deset uzastopnih dana doživjeli dnevne temperature iznad 30 stupnjeva Celzijusa, nakon čega je uslijedilo osam noći u nizu u kojima temperature nisu pale ispod 20 stupnjeva Celzijusa.
Utjecaj vrućine proteže se izvan neposrednih osjećaja nelagode na radnom mjestu. Visoke temperature utječu na šire društvene funkcije, povećavaju toplinski stres u gradovima, opterećuju javni prijevoz, logistiku, lance opskrbe, rad strojeva, rashladne sustave, ventilacijske sustave i organizaciju rada u aktivnostima koje se obavljaju na otvorenom ili u pregrijanim prostorima. Ove inspekcije bi se trebale usredotočiti prvenstveno na industrije u kojima su radnici najviše izloženi vrućini i preopterećenosti, kao što su ugostiteljstvo i turizam, maloprodaja, građevina, komunalne usluge, cestovni prijevoz putnika i tereta, industrija, skladišta, zdravstvena zaštita i usluge skrbi.
U razdobljima najvećeg toplotnog stresa, oni bi trebali skratiti ili obustaviti rad i osigurati česte i duže pauze, sjenu, markise, hladne zone, klimatizirane sobe i dovoljne količine pića, prema sindikatima.
Od vlasti se očekuje da preduzmu odlučne, dosljedne mjere protiv poslodavaca koji namjerno zanemaruju mjere zaštite radnika tijekom toplog vala, koristeći snažne odvraćajuće sankcije. Kazna za ugrožavanje zdravlja radnika trebala bi premašiti uštede koje poslodavac može postići kršenjem propisa, upozorili su sindikati. Naglasili su da dugotrajna vrućina nije samo sezonska anomalija, već se ponavljajuća prijetnja koja se mora uključiti u organizaciju rada, procjenu rizika i svakodnevno upravljanje radnim procesima.
