Secretary-General Antonio Guterres quietly nominated the Austrian lawyer for a second term after private discussions with member states and regional groups. The 193-member General Assembly scheduled a vote on his reappointment for Friday afternoon. Former head of Human Rights Watch, Ken Roth, referred to the process as a "stealth procedure" designed to avoid public scrutiny. The role of the U.N. rights chief is inherently complex, requiring confrontation of rights violations by member states. Türk has previously criticized Russia’s invasion of Ukraine and raised concerns regarding China’s treatment of the Uyghur minority. Russia proposed extending Türk’s term only until December 31, coinciding with Guterres’ second five-year term as secretary-general. Russia deemed Guterres’ move to grant Türk four additional years as the U.N. High Commissioner for Human Rights "unprecedented." None of Türk’s predecessors have held two complete terms since the position was established in 1993. Israel’s Foreign Ministry criticized Guterres’ decision to seek a second term for Türk, calling it the U.N. secretary-general's “latest moral failure.” The ministry insisted that the choice should be left to Guterres’ successor. U.N. spokesman Stephane Dujarric defended Guterres, stating that the secretary-general followed the 1993 resolution establishing the U.N. high commissioner for human rights and adhered to the rules and procedures. Türk expressed willingness to serve a new term, according to a statement from the U.N. rights office. He emphasized the need to promote and protect human rights globally and engage with all states. As the U.N. rights chief, Türk has addressed various issues concerning China, including the fates of detained individuals and the treatment of ethnic minorities in Xinjiang, Inner Mongolia, and Tibet. Critics argue that Türk could have done more to follow up on a report issued by his predecessor, former Chilean President Michelle Bachelet, which suggested that China’s discriminatory detention of Uyghurs and other Muslim ethnic groups in Xinjiang might constitute crimes against humanity. Türk has refrained from joining independent U.N. rights experts who have accused Israel of committing genocide against Palestinians during its conflict with Hamas in Gaza. Israel categorically denies these allegations. Ken Roth criticized Türk, calling him “a disaster” and pointing out that the most significant blemish on Türk’s record is his neglect of the plight of the Uyghurs. He described them as victims of the most severe state persecution that Türk has overlooked. The Chinese government denies any persecution of the Uyghurs, asserting that its policies in Xinjiang are based on legitimate security measures.
