According to the Charities Regulator’s latest annual report, the number of complaints received increased by nearly 40% compared to the previous year. This surge prompted a more rigorous review of registered charities, leading to the removal of twenty entities from the register. The regulator confirmed that these actions were based on findings during routine checks and investigations into compliance with regulatory standards. Madeleine Delaney, Chief Executive of the Charities Regulator, explained that the majority of complaints relate to issues surrounding governance and reporting practices. In the cases of the twenty charities removed, the primary issue was failure to file required annual reports. Upon further investigation, it was discovered that many of these organizations were no longer active or had fully disbanded without formally notifying the regulator. Delaney emphasized that such omissions violate the legal obligations of registered charities. Ireland currently has 11,500 registered charities, a figure comparable to that of England, Wales, Scotland, and Northern Ireland on a per capita basis. Delaney noted that the public plays a crucial role in determining the number of charities in operation. Under the Charities Act, any organization wishing to operate as a charity must be officially registered and meet specific criteria. This includes maintaining accurate records and fulfilling reporting duties. To help the public distinguish legitimate charities from unregistered ones, Delaney urged individuals to verify the status of any organization before making donations. She highlighted the importance of checking the charity’s unique registration number on the regulator’s website, accessible via checkacharity.ie. This tool allows users to confirm whether a charity is current and compliant with all necessary regulations. Delaney also addressed concerns regarding unsolicited leaflets distributed in residential areas seeking donations. While the regulator investigates each instance, she noted that the language used in such materials is often designed to obscure the identity of the organization behind them. As a result, it becomes challenging to gather sufficient evidence for legal action against those falsely presenting themselves as charities. In response to the growing challenges faced by the regulator, Delaney encouraged both new and established charities to consider collaboration opportunities. These might include formal mergers or informal partnerships aimed at sharing resources and responsibilities. Such measures, she argued, could enhance efficiency and reduce the administrative burden on individual organizations. Looking ahead, the regulator plans to continue its outreach efforts to educate potential donors and charity operators about the importance of proper registration and compliance. By promoting greater awareness and understanding of the legal framework governing charitable activities, the regulator aims to foster a more transparent and accountable sector.
