The lifting of the trawling ban off Kerala's coast on Saturday, August 1, 2026, failed to revive the fishing industry as adverse weather conditions forced most fishermen to cancel their plans. Despite the resumption of trawling activities, the India Meteorological Department (IMD) issued a warning against venturing out to sea on Friday, July 31, 2026, citing possible gusty winds and inclement weather along the coasts of Kerala, Karnataka, and Lakshadweep. This led to the postponement of fishing operations for hundreds of trawlnet boats and their crew, including migrant workers, who had prepared to resume work after a 52-day hiatus. Some boats still set out from harbours in Kochi, particularly from Kalamukku, despite the warning. However, several returned shortly afterward due to unfavourable weather conditions. A handful of larger vessels, measuring around 20 metres in length, ventured further out to sea but had not yet returned as of Sunday morning. P.P. Gireesh, secretary of the Trawlnet Boat Owners Association, expressed hope that more boats would depart from Kalamukku in the coming days, anticipating a good catch of pink perch. He noted that the initial days of resumed fishing could yield positive results. Traditional and artisanal fishers, however, remained disheartened. They had hoped that the trawling ban period would benefit them, as they are legally allowed to fish in nearshore waters while mechanised trawlers remain ashore. Yet, this time, the catch was described as visibly poor, attributed to dry weather conditions. The lack of expected income has placed traditional fisherfolk in a financial crisis, affecting their ability to repay loans used to repair their boats. Yesudas Parappilly, district secretary of the Matsyathozhilali Union (CITU), called for a detailed study of the challenges faced by traditional fishers and urged the government to introduce a support package to alleviate their plight. Meanwhile, reports emerged of fishermen disregarding weather warnings and risking their lives at sea. Two fishermen died and five others went missing in separate incidents off the coasts of Neendakara, Vizhinjam, Tangasseri, and Muthalapozhi. These tragedies occurred during a period when a blanket weather warning was in place, prohibiting all fishing operations. Officials acknowledged that enforcing such bans is nearly impossible due to limited manpower and the dispersed nature of fishing communities. Fishermen, especially those with limited incomes, often choose to venture out despite the danger, prioritizing survival over safety. Andrew, a fisherman from Anchuthengu, highlighted the dilemma facing many in the industry. He questioned whether his community should risk dying at sea or starving on land. Climate change has further complicated matters, as shifting weather patterns challenge the traditional knowledge that has guided fishers for generations. Mr. Andrew noted that even seasoned mariners find themselves struggling to predict changing oceanic conditions. Authorities emphasized that comprehensive weather alerts and stay-at-home orders are issued regularly under the Disaster Management Act, through public announcements and messaging groups. However, they admitted that physical enforcement of these measures is impractical given resource constraints. Additionally, fishing boats typically pay minimal insurance premiums, and ignoring weather alerts can result in losing coverage. While some compensation has been provided during extended periods of severe weather, there is currently no structured system to assist with lost fishing days, leading to inconsistent and inadequate financial aid during extreme conditions. Activists and union leaders argue that government mandates fail to address the fundamental economic realities of fishing families. Jackson Pollayil, president of the Kerala Swatantra Matsyathozhilali Federation, pointed out that daily alerts without guarantees of minimum wages or survival compensation effectively strip fishers of their primary livelihood. He criticized past relief efforts as insufficient, noting that assistance was often limited to one individual per household and distributed irregularly. As the fishing season continues, the struggle between safety and survival remains unresolved.
