Over 120 members of Parliament and peers have urged Chancellor John Healey to conduct an urgent review of the UK’s student loan repayment system, describing the current setup as an “unsustainable burden” on future generations of workers. The call comes from a cross-party coalition led by the campaign group Rethink Repayment, which argues that existing policies place undue financial pressure on graduates. Among the signatories are several MPs who hold their own Plan 2 student loans, a type of debt that has drawn increasing criticism this year. The open letter highlights concerns over how successive governments have adjusted repayment thresholds while simultaneously raising interest rates and marginal tax levels. These changes, according to the letter, have left many middle-income graduates with little benefit from wage increases, as a large portion of their earnings go toward taxes, national insurance contributions, and student loan repayments. Some graduates reportedly see less than half of any raise they receive due to these combined obligations. The debate primarily centers on Plan 2 loans, which were issued to students in England between September 2012 and July 2023 and continue to be available in Wales. Under this scheme, graduates repay 9% of their income above a certain threshold. This structure has been criticized for being particularly burdensome, especially given recent inflation and rising living costs. Several prominent figures have joined the growing chorus of voices calling for reform. Laura Trott, the Conservative Party’s shadow education secretary, and Munira Wilson, the Liberal Democrats’ education spokeswoman, both signed the letter. Tom Gordon, a Liberal Democrat MP representing Harrogate and Knaresborough, described his personal struggle with a Plan 2 loan, noting that even with an MP’s salary, he expects his debt to remain unpaid unless it is forgiven after 30 years. He questioned how individuals on lower incomes might ever manage such a financial commitment. Gordon emphasized that the government’s ability to alter loan conditions retroactively was unlike standard lending practices. “No bank or mortgage lender could retrospectively rewrite the terms of a loan like that,” he stated. “It simply wouldn’t be allowed. So why should the government be able to do it?” Rethink Repayment’s founder, Oliver Gardner, stressed that the student loans crisis transcends political lines. He argued that the time has come to establish a system that is equitable and relieves graduates of overwhelming debt. “We believe that now is the time to create a system that is fair and that unshackles millions of graduates from mountains of student loan debt,” he said. The Department for Education acknowledged the flaws in the current system, stating that it recognizes the challenges faced by graduates and is examining its response to the Treasury Committee’s inquiry. A spokesperson noted that the government is committed to ensuring the student loans system functions better for all stakeholders. However, specific reforms or timelines have yet to be outlined. The push for change follows comments from Education Secretary Lucy Powell, who recently called the interest rate on Plan 2 loans “egregious.” She indicated that the issue is a priority within her department. With multiple parties and advocacy groups aligning on the need for reform, the pressure on policymakers continues to mount. Student loan repayment structures vary based on location and the time period during which individuals attended university. While the letter does not explicitly target a particular plan or region, the focus remains on Plan 2, which affects a significant number of graduates across the UK. As discussions progress, the government faces mounting expectations to address what many view as an increasingly untenable situation for young professionals.
