Poljsko-ukrajinski spor: novi sukob s starim korijenima

Poland and Ukraine have escalated their long-standing historical dispute over events in Volhynia during World War II, with tensions reaching new heights in recent weeks. The conflict has centered on the recognition of the Ukrainian Insurgent Army (UPA) and its role in the region’s history, particularly the mass killings of Poles in 1943. The situation has deepened after Ukrainian President Volodymyr Zelenskyy awarded a military unit the nickname “Heroes of the UPA,” which sparked outrage in Poland. This move has reignited debates over how both nations remember this period, with accusations of provocation and disrespect. The controversy began in late May when Zelenskyy recognized a special military unit as part of the UPA, a group associated with the massacre of tens of thousands of Poles in Volhynia, now part of western Ukraine. Polish officials view these actions as an attempt to glorify the UPA, which they consider responsible for wartime atrocities. In response, Polish President Andrzej Duda’s successor, Karol Kozłowski, revoked Zelenskyy’s honorary title of the Order of the White Eagle, an award granted by his predecessor three years earlier. Zelenskyy returned the order via post, while other Ukrainian politicians followed suit, further intensifying the diplomatic rift. The issue has been compounded by Ukraine’s plans to establish a national pantheon, a state-run memorial site for historically significant figures, from medieval times to the present. The law passed by parliament in June includes the UPA among the groups whose representatives should be considered for inclusion. While the legislation does not name specific individuals, it raises concerns in Poland that leaders such as Stepan Bandera, a controversial figure linked to radical Ukrainian nationalism, could be honored alongside others. Polish officials fear this would legitimize the UPA’s actions and undermine efforts to address past injustices. In Poland, public sentiment has shifted significantly since the revocation of Zelenskyy’s honor. Polls show increased support for President Kozłowski, who has taken a firm stance against what he describes as the glorification of wartime criminals. Political leaders, including opposition party leader Jarosław Kaczyński, have warned that Ukraine must distance itself from the legacy of the UPA and the Organization of Ukrainian Nationalists (OUN) before being allowed to join the European Union. These remarks echo similar criticisms made in 2015, when the ruling party PiS accused former president Bronisław Komorowski of downplaying the genocide of Poles in Volhynia during the Second Republic. In 2016, following pressure from nationalist factions, the Polish parliament declared the massacres of Poles in Volhynia as genocide and established July 11 as the National Day of Remembrance for victims of the ethnic cleansing carried out by Ukrainian nationalists. The decision was partly influenced by the aftermath of the Euromaidan protests, which saw heightened tensions between Ukraine and Russia. Now, as the current dispute unfolds, Poland continues to emphasize the need for historical accountability, while Ukraine insists on preserving its national narrative. As the political landscape evolves, the future of bilateral relations remains uncertain. With both sides entrenched in their positions, there appears to be little immediate prospect of compromise. The situation underscores the enduring impact of historical grievances on contemporary politics, even as both nations navigate the complexities of modern diplomacy and international alliances. For now, the focus remains on resolving the dispute through legal and political channels, though the path forward remains unclear.
