This agreement, negotiated by Pope Francis in 2018, allows the Chinese Communist Party to have a role in selecting clergy within China, despite the lack of formal diplomatic relations between the Vatican and Beijing. According to reports, the Provisional Agreement enables the pope to consult with the Communist Party prior to making appointments, a process that has raised concerns among some observers. The agreement came amid tensions over Beijing’s recognition of Taiwan as a separate nation, which the Vatican considers a violation of its sovereignty. The terms of the agreement remain undisclosed, though it is understood that the Communist Party has significant influence over religious leadership in the country. This arrangement has enabled the Vatican to proceed with appointments while navigating the complex political landscape in China. Joseph Chang Yanfeng, who will now serve as bishop of Chifeng, has been associated with the diocese for years. His biography notes that he studied theology in both China and South Korea and was ordained in 2010 for the Diocese of Chifeng. Before his recent appointment, he led the "Chifeng Catholic Patriotic Association," an organization that operates independently of the Vatican and has historically functioned as a parallel church under the control of the Chinese government. This association effectively managed the local Catholic community in the absence of an official bishop. The diocese of Chifeng has remained without a bishop for nearly two decades, a situation attributed to the Communist Party’s efforts to suppress religious practices and cultural identity in Inner Mongolia. Reports suggest that the party has systematically targeted religious institutions, including the destruction of churches and the banning of religious materials. The region, home to a significant Mongolian population, has faced policies aimed at erasing its linguistic and cultural heritage, often referred to as "Sinicization." These measures include the promotion of Mandarin education, the suppression of traditional history, and the relocation of Mongol communities to urban areas. Inner Mongolia, once considered a stronghold of Catholicism, has seen a decline in religious activity due to these pressures. According to AsiaNews, the Catholic Church in Chifeng saw a resurgence in the 1980s following the end of the Cultural Revolution. In 1990, Father Andreas Zhu Wenyu was ordained bishop without papal approval, but he later sought and received reconciliation with the Vatican. He passed away in 2006, leaving behind a congregation of approximately 50,000 members, supported by around 30 priests and 20 nuns. The appointment of Bishop Yanfeng represents a significant shift in the religious landscape of Inner Mongolia. It signals the Vatican’s willingness to navigate the constraints imposed by the Chinese government while maintaining its authority over ecclesiastical matters.
