Brawner, who is 58 years old, graduated as the salutatorian of the PMA Makatao Class of 1989 and became the 60th chief of staff after being appointed in July 2023. He was born and raised in Baguio by his late father, Romeo Brawner Sr., a former Court of Appeals Presiding Justice, and his late mother, Lenora Fe Brawner, a professor at the University of the Philippines Baguio.
