Colombia's National Planning Department has failed to prevent the discontinuity between governments, according to analysis by Alejandra Alape Gámez, a public administrator and researcher specializing in public affairs and economic analysis. The department, established in 1958, was designed to coordinate public investment and outline the country’s long-term economic and social trajectory beyond the current administration. However, over its 68-year history, it has had 38 directors, with only three completing a presidential term without being removed early. This pattern of instability has left the nation with $67 billion worth of unfinished public works projects, highlighting a systemic issue in maintaining consistent policy across changing administrations. The National Planning Department (DNP) occupies a unique position within the state structure, tasked with planning rather than executing short-term political policies. Its role is exemplified through the coordination of the National Development Plan, which theoretically aligns investments over four-year terms into a broader national vision. Evaluating how effectively this function has been carried out requires examining specific policies that have endured across multiple administrations. One such example is the health insurance system created under Law 100 of 1993. Over 32 years, this system has survived nine different governments with varying political ideologies, undergoing several reforms including Laws 1122 of 2007 and 1438 of 2011. While the initial law was modified, the fundamental architecture of universal coverage remained intact. According to data collected by the Colombian Administrative Department of Statistics, the affiliation coverage increased significantly, rising from 23.7 percent of the population in 1993 to 94.6 percent in 2017, reaching a peak of 95.4 percent in 2016. During the same period, the index measuring inequality in access to healthcare between rich and poor populations was halved between 1993 and 1997, indicating growth not just in volume but also in equity. Another enduring policy is Familias en Acción, initiated under President Andrés Pastrana in 2000 and expanded during Álvaro Uribe’s presidency. This program, based on conditional cash transfers, continued for 26 years across five additional administrations, with adjustments in name and scope but retaining its core framework. By 2007, it covered nearly 20 percent of the Colombian population. Its longevity allowed for a rare long-term impact assessment conducted by researchers from the Bank of the Republic, made possible only when a program survives long enough to generate historical data series. In contrast to these successful examples of continuity, there exists a notable case of long-range planning that lacks closure. In 2005, the DNP led an unprecedented exercise titled “Visión Colombia II Centenario 2019,” aiming to think about the country not in four-year increments but over a 14-year horizon. This document explicitly aimed to go beyond traditional four-year development plans. It was referenced and updated during the administrations of Álvaro Uribe and Juan Manuel Santos. However, when the time came to evaluate progress, specifically on August 7, 2019, no official consolidated government report presented the degree of achievement of goals set 14 years prior. This absence does not confirm failure, but raises concerns about whether the initiative succeeded or not. It represents a form of planning without a completed cycle. The lack of follow-through on “Visión Colombia 2019” underscores a deeper challenge faced by the DNP in ensuring that long-term strategic planning translates into measurable outcomes. Despite having developed a comprehensive vision, the absence of a formal evaluation leaves questions about the effectiveness of such initiatives. As the country continues to grapple with issues of continuity and coherence in governance, the need for robust mechanisms to ensure accountability and transparency becomes increasingly evident.
