The Argentine government has announced plans to conduct inspections in schools nationwide to ensure compliance with the "minimum coverage" requirement during a national teachers' strike, following a call for a walkout by the Confederation of Education Workers (Ctera). The move comes after the Ministry of Human Capital, led by Minister Sandra Pettovello, emphasized that education has been classified as an essential service under recent labor reforms, requiring at least 75 percent of normal educational services to continue during strikes. The ministry issued a statement on Saturday confirming that inspections would begin on Monday, August 3, to verify adherence to Law No. 27.802, which designates education as an essential service. According to the statement, these inspections will be conducted across all provinces and aim to confirm that the unions calling for the strike respect the 75 percent minimum coverage standard. If violations are found, the ministry warned that appropriate sanctions would be applied. The decision follows a previous warning from the Ministry of Human Capital on Friday, which had already stated that education was deemed an essential service under the labor reform, mandating that 75 percent of usual educational services must be maintained during strikes. Ctera announced the strike for the date when classes resume in the city and province of Buenos Aires after winter break. The union cited the government’s failure to convene a national salary negotiation as the primary reason for the action. It accused the administration of violating existing legislation and disregarding a crucial forum for discussing wages, working conditions, teacher training, and educational investment. The union is demanding an urgent call for a national salary negotiation, a wage increase, immediate payment of the Teacher Incentive Fund (Fonid), and national funds allocated to education. They also want the passage of a new Education Financing Law. In response to the strike announcement, the government reinforced its stance, stating that managing schools is primarily the responsibility of local jurisdictions, while the national government ensures citizens’ right to education within constitutional boundaries.
