The incident, which occurred in via Svevo, has drawn attention due to the release of body camera footage, videos from family members, and recordings from witnesses. These materials are being scrutinized by prosecutors to reconstruct the sequence of events and determine any potential liability. The focus is on analyzing all available video content, body cam recordings from the officers involved, the footage shared by Fakir’s relatives, and other recordings made by individuals present at the scene, to provide a detailed account of what transpired before, during, and after the containment operation. The prosecution, led by Chief Prosecutor Paolo Guido, plans to review these visual records alongside medical examinations and technical assessments to clarify the causes of death and evaluate the procedures followed during the intervention. According to some testimonies reported in the press, Fakir suffered from asthma and had previous heart issues. His family describes him as a gentle person who was incapable of harming anyone. He lived in Sasso Marconi and worked in logistics and moving services. Fakir frequented the Pilastro area regularly, where he went to meet friends. His mother passed away a few months ago, an event that deeply affected his family. In parallel with the judicial inquiry, the local health authority, Ausl Bologna, has launched an internal investigation to assess the actions of the medical personnel who responded to the emergency. The health authority has stated its intention to gather all relevant information to accurately reconstruct the rescue efforts and evaluate the procedures used during the emergency response. According to their reconstruction, the first ambulance was dispatched at 12:17 and arrived at the location at 12:30. Six minutes later, the crew requested a consultation with the 118 control center and requested the dispatch of an ambulance, which departed from the Maggiore hospital at 12:42 and reached via Svevo at 12:53, when the doctor could only confirm the death of the 42-year-old. Police unions have urged caution and called for patience until the investigations conclude, emphasizing that the images circulating online represent only a partial view of the events and warning against premature judgments or media-driven backlash. They argue that only a thorough examination of the body cameras, the videos collected by investigators, and technical assessments can provide an accurate reconstruction of the facts. The prosecutor's office is currently examining the entire sequence of events and assessing the conduct of two officers and four medical staff. The Italian Society of Emergency Medicine and Urgency (Simeu) has called for the establishment of a national-level working group involving the Ministry of Health, the Ministry of the Interior, law enforcement agencies, the 118 emergency service, the 112 unified response centers, professional orders, scientific societies, and volunteer rescue organizations. This initiative aims to develop standardized protocols and joint training programs for both healthcare professionals and law enforcement personnel to recognize and manage cases of severe hyperactive delirium, which can lead to sudden cardiovascular collapse, hyperthermia, metabolic acidosis, and rhabdomyolysis. Such conditions require immediate medical attention and should be treated as emergencies rather than public order issues. Residents of the Pilastro neighborhood reportedly contacted the 112 emergency number because Fakir was acting erratically and damaging a vehicle near a garage. Police arrived at 12:15 and found Fakir in a highly agitated state, having struck the police vehicle. They contacted the 118 emergency service to inform them of dealing with a psychiatric crisis. Following standard procedures, the officers initially attempted to contain Fakir normally, and upon failing, used pepper spray to subdue him safely. Twenty-one minutes later, the medical team from the alerted ambulance requested a medical consultation from the control center. At 12:42, the ambulance left the Maggiore hospital and arrived at the scene at 12:53, where the medical staff confirmed Fakir's death. The autopsy will determine the exact cause of death and whether the pepper spray might have contributed, particularly if Fakir had undiagnosed pre-existing conditions. Meanwhile, the call to all parties involved is to wait for the outcome of the investigations to obtain more elements necessary to establish the truth behind the events that occurred over the 39-minute period. The video is already available to the prosecution for analysis. Additionally, a video showing Fakir receiving CPR while still restrained has been obtained by the family's lawyers and given to ANSA. The footage shows Fakir on the ground, still bound with cuffs around his ankles and arms behind his back, surrounded by four Red Cross rescuers performing chest compressions and ventilation. The video reveals Fakir's face is bloodstained and marked with dark brown stains from the pepper spray applied very close to him. The legal representative emphasized that the medical personnel were forced to perform these maneuvers while Fakir remained restrained, which is unacceptable, as the officers should have freed him. The lawyer challenged those who claim there was a struggle between Fakir and others present, asking them to show the footage, asserting that such images do not exist, as there was only an inconsistent movement of the victim striking a car. After that blow, Fakir fell to the ground, and then the officers arrived.
