According to a report by the Kosovo Council of Auditors for 2025, the Ministry of Environment, Planning and Infrastructure has spent around half a million euros on 61 Serbian community members who were placed under the decision of the government number 06/39 from 2015, aimed at integrating them into institutions of the Republic of Kosovo. The report notes a lack of clear evidence regarding their presence in the workplace. It states that these payments are irregular because the relevant ministries did not establish proper conditions or spaces for work, integration, engagement, and monitoring of these individuals. The report also mentions that Serbian workers engaged based on the Brussels Agreement in 2025 are not properly integrated and do not appear to carry out activities within the Ministry of Environment, Planning and Infrastructure. The Council of Auditors recommends that these issues continue to remain unresolved despite findings. They note that while progress is evident, the level of implementation remains insufficient, and this issue repeats
