The goal is not to label certain structures as unsafe, but rather to offer a holistic view that supports informed decision-making by property owners, buyers, renters, and authorities. Spain already possesses a wealth of publicly available data related to buildings, though much of it is stored separately across multiple institutions. For example, the National Land Registry holds detailed records of properties, while municipal inspections and energy efficiency certificates provide additional insights. Other sources include geological maps, flood zone charts, noise pollution strategies, air quality networks, and environmental inventories. By integrating these diverse datasets into a unified system, officials hope to create a more accurate and actionable resource. The project would proceed in two phases. Initially, it would focus on incorporating existing data from public registries and expanding gradually as new information becomes available. The first phase would target approximately 100 major Spanish cities, which house a significant portion of the national housing stock. This approach allows for a controlled rollout, ensuring that the system can be refined before being extended nationwide. One key component of the initiative involves assessing the structural health of buildings. This includes evaluating elements such as foundation stability, cracks, moisture levels, corrosion, and overall deterioration. In many Spanish municipalities, periodic inspections are already required for older buildings, along with reports on renovations or maintenance work. These records serve as a valuable starting point for determining the “health” of a structure and identifying areas requiring intervention. The proposal does not intend to replace current inspection practices but rather to enhance them through greater integration and accessibility. By consolidating data from various sources, the risk map would enable more effective planning and prioritization of interventions. This could lead to improved safety standards, reduced long-term costs, and better protection of both residents and the built environment. As the initiative moves forward, further collaboration between government bodies, technical experts, and local authorities will be essential.
