German-Russian relations remain frozen amid ongoing tensions following Russia’s full-scale invasion of Ukraine in February 2022. What once was a strategic partnership built on energy cooperation, where Russia supplied affordable energy to fuel Germany’s industrial exports, has collapsed. The relationship, shaped over decades by leaders such as German Chancellor Gerhard Schröder, later Angela Merkel, and Russian President Vladimir Putin, reached a breaking point with the invasion of Ukraine. Despite warnings from Western allies and the United States about the risks of the Nord Stream 2 pipeline, which aimed to bypass Ukraine, the project proceeded. Those concerns proved prescient when Russia launched its invasion, shattering German expectations of stability, Russian democratization, and continued economic ties. In the wake of the invasion, Germany initiated a major shift in its foreign and defense policies. Chancellor Olaf Scholz declared a “Zeitenwende,” or epochal change, marking a departure from previous strategies. The German military has since undergone extensive modernization efforts, with Defense Minister Boris Pistorius stating in 2023 that Germany must become “capable of waging war.” Critics argue this rhetoric escalated tensions further. Germany severed its long-standing energy dependency on Russia and halted the Nord Stream 2 pipeline. In September 2022, one of the pipeline’s two sections was destroyed, with the federal prosecutors suspecting a Ukrainian group as the perpetrators. A series of EU sanctions have drastically reduced trade and diplomatic engagement between the two nations. State-level collaborations in areas such as culture, science, and education have effectively ceased. Relations hit a new low in August 2026 when a drone was found near Leipzig Airport, close to Ukrainian transport planes carrying military aid to Kyiv. The German government immediately attributed the incident to Russia, citing it as evidence of Moscow’s involvement in attacks against critical infrastructure. As a result, a Russian cultural center in Berlin and the Russian consulate in Bonn were closed, accused of functioning as espionage hubs. Russia retaliated by shutting down the Goethe Institute and the German consulate in Saint Petersburg. Political discourse has shifted significantly since the invasion. While Chancellor Scholz initially approached military assistance to Ukraine cautiously, CDU leader Friedrich Merz took a more assertive stance. In 2024, as head of the opposition, he stated, “Ukraine must win the war. Russia must lose the war.” When elected chancellor in 2025, Merz emphasized the need to induce “economic exhaustion” in Russia through Western pressure. However, such outcomes have yet to materialize, and Russia continues to show little willingness to negotiate a resolution. Experts suggest that German policymakers underestimated Russia’s imperial ambitions and projected their own rationality onto the Kremlin. According to Mario Baumann of the German Council on Foreign Relations, the assumption that Russia would avoid costly conflict was flawed. This misjudgment contributed to the shock felt in Berlin when the invasion occurred. As of now, Germany remains vigilant about potential threats from Russia, including cyberattacks on government systems and critical infrastructure. The discovery of the drone in Leipzig underscores the deepening mistrust between the two nations, with no immediate signs of thawing relations.
