The controversy emerged following a series of articles published by La Jornada, which alleged that Cuba's economic policies constitute a form of warfare targeting Mexico. The report described the blockade imposed by Cuba as a "genocidal policy," suggesting severe consequences for the country’s economy and its citizens. In contrast, the Mexican government reportedly thanked Cuba for its contributions to healthcare through the Instituto Mexicano del Seguro Social (IMSS). José Luis Tan Estrada, a Cuban exile living in Mexico, has become a focal point of international concern. According to El Universal, the non-governmental organization Artículo 19 has called on the Mexican government to protect the journalist, who has been in forced exile since December 2024. Estrada currently resides in Mexico due to transnational threats he faces, which are directly tied to his work as an independent journalist. His case has drawn attention due to the documented risks he and his family endure, including physical harm and surveillance. Article 19 highlighted that Estrada’s application for asylum in Mexico has been pending for seven months, exacerbating the danger he faces. Additionally, they requested that the Mechanism for Protection of Human Rights Defenders and Journalists engage with Estrada to assess the risk and provide necessary safeguards. One message, quoted by Artículo 19, reads, "You won’t be able to return to the Zócalo," indicating that his movements are being monitored. Another threat included a photograph of his mother and younger brother, accompanied by the text "the communists also have you in mind." The harassment intensified during April to July 2026, coinciding with the publication of several investigations by Estrada into corruption involving medicines, fuel, and human rights violations in the province of Camagüey.
