Novi pakt za migracijo in azil, ki ga je Evropska unija začela izvajati 12. junija, predstavlja največjo reformo evropske migracijske politike od leta 2015, ko je bil povzrok za ogromno številko migrantom. Ključne značilnosti novega paketa vključujejo strožje nadzor na zunanjih mejah, hitrejše azilne postopke, učinkovitejše vračanje migrantov in novi solidarnostni mehanizem, ki bo pripomogel k bolj ravnomernemu razdeljevanju obremenitve med državami članicami. Slovenija, med drugimi državami, je odločila, da bo namesto sprejema pravičnega deleža prosilcev plačala 20.000 evrov na osebo, kar bo letos stalo 1,8 milijona evrov.
V skladu z novim paktom bodo vse države, ki nezakonito vstopijo na ozemlje Evropske unije, predmet obveznega predhodnega pregleda. To vključuje identifikacijo, preverjanje identitete, varnostno preverjanje in osnovni zdravstveni pregled. Cilj te mere je hitrejše odkrivanje varnostnih tveganj in preprečevanje zlorab azilnega sistema. Za državljane držav, kjer je stopnja priznanja zaščite zelo nizka, bodo uvedeni pospešeni mejni postopki, ki bodo omogočili odločitev v nekaj tednih, zavrnjene osebe pa bo mogoče hitreje vrniti v izvorne države.
Solidarnostni mehanizem je ena najpomembnejših novostí. Države, ki so zaradi geografskega položaja pod največjim migracijskim pritiskom, kot so sredozemske članice, ne bodo več same nosile celotnega bremena. Druge države bodo morale prispevati bodisi s sprejemom določenega števila prosilcev za azil bodisi s finančnimi prispevki ali operativno pomočjo. Prenovljeni sistem Eurodac, evropska podatkovna baza za zbiranje prstnih odtisov in drugih biometričnih podatkov, bo omogočal podrobnejše spremljanje gibanja oseb med državami članicami in lažje ugotavljanje, katera država je odgovorna za obravnavo posamezne prošnje za azil.
Nove pravila tudi predvidevajo tesnejše sodelovanje med državami članicami, strožje obveznosti migrantov pri sodelovanju v postopkih vračanja ter možnost vzpostavitve posebnih centrov za vračanje zunaj Evropske unije. Del določb je še v postopku dokončnega uveljavljanja, vendar predstavljajo pomemben del širšega zaostrovanja evropske migracijske politike. Nove uredbe o vračanju migrantov brez pravice do bivanja so namenjene povečanju učinkovitosti deportacij, ker po ocenah Evropske komisije trenutno izvršenih le okoli 30 odstotkov odločb o vrnitvi.
Slovenija, kljub temu, še ni v celoti prenesla novih pravil v nacionalno zakonodajo. Še vedno je v fazi prilagajanja zakonov, organizacijskih postopkov in informacijskih sistemov zahtevam novega evropskega okvira. Vlada je v zadnjih mesecih govorila o pripravah na izvajanje pakta, predstavniki notranjega ministrstva pa so napovedali okrepljene postopke registracije in obravnavanja. Stagnacija prejšnje vlade, kot poroča Večer, je zato povzročila pozname priprave, kar lahko vpliva na hitrost in učinkovitost implementacije novega sistema.
