They come under the performance of municipal police

A recent survey by Mexico's National Institute of Statistics and Geography (Inegi), titled the National Survey of Public Security (Ensu), reveals that municipal police forces across several Mexican municipalities have low public perception of their performance compared to federal agencies. The survey results show that the municipal police of Cuautitlán Izcalli had the lowest perceived effectiveness at 24.5%, followed by Chimalhuacán at 28.6% and Tlalnepantla at 37.3%. Municipal police in Naucalpan, Ecatepec, and Atizapán de Zaragoza reported higher but still relatively low ratings, ranging between 39.3% and 45.2%. State-level police also performed poorly, with percentages below those of federal forces. In contrast, the Navy achieved high ratings, with 93.5% in Ecatepec and 73.3% in Tlalnepantla, while the Army received scores ranging from 75.8% to 87.6% across different regions.
