URA releases carved-out Jurong Lake District site for sale

The Urban Redevelopment Authority (URA) has taken a significant step forward in the development of Singapore’s Jurong Lake District (JLD) by launching a public tender for a 3.72-hectare mixed-use site located at Town Hall Link. This move marks the beginning of a new phase in transforming the area into a major business and lifestyle hub. The site, which is the first carved-out portion of a larger master development project, is expected to generate up to 1,200 private homes, along with a range of commercial and service-oriented spaces. The tender, which closes on November 17, represents a strategic effort to stimulate further development in the district and address growing demand for both residential and office spaces.

The Town Hall Link site is characterized by a maximum gross floor area (GFA) of 186,139 square meters, with a gross plot ratio of five. At least 40,000 square meters will be dedicated to office space, up to 126,000 square meters for residential and serviced apartment units, and approximately 20,000 to 44,000 square meters for retail and recreational purposes. Additionally, there will be provisions for a childcare center, as well as potential allocations for hotels, sports facilities, civic institutions, and other complementary uses. These allocations suggest a balanced approach to urban planning, aiming to create a vibrant, multi-functional environment that caters to a wide array of community needs.

The URA emphasized that this development is part of a broader initiative to expand the Jurong Lake Central precinct, which is one of the key components of the JLD. The site's location, adjacent to the Jurong Town Hall National Monument and a planned park, adds to its appeal as a strategic opportunity for developers. The URA highlighted that the launch of the site signifies an important milestone in shaping JLD into the largest mixed-use business node outside Singapore’s city centre.

In terms of infrastructure, the government has committed to undertaking a greater share of preparatory work to make the site more attractive to developers. This includes the demolition of state-owned properties, construction of new roads and sewer systems, and the redirection of existing utilities. These measures aim to reduce the financial burden on developers and streamline the development process. Furthermore, a common services tunnel will be constructed to accommodate essential infrastructure such as district cooling and waste management systems, ensuring long-term sustainability and efficiency.

The development also includes plans for improved connectivity, with the Land Transport Authority (LTA) constructing an underground pedestrian link to the upcoming Cross Island Line MRT station, set to open in 2032. Covered linkways will facilitate seamless access between the Town Hall Link site and Jurong East MRT station, enhancing mobility and accessibility for residents and workers. These improvements are expected to contribute to the district's transformation into a thriving, well-connected urban area.

Looking ahead, the URA outlined several ongoing initiatives that will further bolster the district's appeal. These include the construction of the new Science Centre, the Jurong Gateway Hub, and additional housing near Jurong East MRT station and Jurong Lake Gardens. The government is also exploring plans to relocate certain offices to JLD, which will help diversify the local economy and attract more businesses to the area. Collaborative efforts with existing stakeholders are underway to revitalize the nearby International Business Park, focusing on creating mixed-use developments and improving transportation links to support emerging industries and research and development activities.

As the tender for the Town Hall Link site opens, the focus remains on fostering sustainable growth and enhancing the quality of life for residents. With continued investments in infrastructure and a clear vision for the future, the Jurong Lake District is poised to become a pivotal component of Singapore’s urban landscape.
