Türkiye becomes ASEAN’s 12th dialogue partner

Türkiye has officially become the 12th dialogue partner of the Association of Southeast Asian Nations (ASEAN), marking a significant upgrade in its diplomatic relationship with the regional bloc. The decision was made during the 59th ASEAN Foreign Ministers' Meeting held in Manila on July 21. Philippine Foreign Affairs Secretary Theresa Lazaro announced the elevation of Türkiye's status, moving it beyond its previous role as a sectoral dialogue partner. Turkish Foreign Minister Hakan Fidan expressed his appreciation for the recognition, emphasizing that the dialogue partner status is one step below formal ASEAN membership. Previously, this level of engagement had been reserved for 11 other countries outside the ASEAN framework. Fidan acknowledged the support from ASEAN foreign ministers, the Philippines, the current chair of ASEAN, and the ASEAN Secretariat for Türkiye’s application, which was submitted earlier this year. This new status is expected to enhance Türkiye’s long-term involvement in the Asia-Pacific region and foster deeper political and economic collaboration with ASEAN member states. According to Fidan, trade between Türkiye and ASEAN nations has grown substantially over the past decade, increasing from $6.5 billion to $16 billion since the establishment of institutional relations in 2010. He highlighted ASEAN as a region home to nearly 700 million people and boasting an economy valued at over $4 trillion. The Turkish Foreign Ministry described the decision as a milestone that will further strategic cooperation aligned with Ankara’s Asia Anew Initiative. This initiative aims to expand Turkey’s influence and partnerships across Asia through enhanced economic, cultural, and political ties. In addition to Türkiye’s promotion, ASEAN also extended sectoral dialogue partner status to Germany and Qatar during the Manila meeting. Lazaro noted that these decisions reflect the confidence of external partners in ASEAN and their alignment with the ASEAN Community Vision 2045, which outlines the bloc’s goals for the future. Türkiye initiated its institutional engagement with ASEAN by joining the Treaty of Amity and Cooperation in Southeast Asia in 2010. It transitioned into a sectoral dialogue partner in 2017 and formally submitted its application for full dialogue partner status in 2024. This progression underscores Türkiye’s growing interest in deepening its relationships within the region. The elevation of Türkiye to a dialogue partner signals a broader trend of expanding international partnerships for ASEAN, reflecting the bloc’s desire to maintain relevance and influence in global affairs. As Türkiye continues to build upon this new status, it is anticipated that both sides will explore opportunities for greater collaboration in various sectors including trade, investment, technology, and security.
