Turkcell invests across 5 layers of AI infrastructure, CEO says

Turkcell, one of Türkiye’s largest telecommunications and technology firms, has emphasized the growing importance of artificial intelligence (AI) infrastructure in shaping the future of digital economies. According to CEO Ali Taha Koç, the focus of AI development is shifting from competition around models to a more foundational battle over infrastructure. This perspective was shared during his participation in the AI for Good Global Summit, held in Geneva, Switzerland, from Tuesday to Friday. The summit, organized by the International Telecommunication Union (ITU), brought together global leaders in technology, mobile communications, and AI to discuss transformative trends in the industry. Koç highlighted that the success of AI systems hinges on the strength and independence of digital infrastructure. He argued that controlling the underlying infrastructure—rather than merely developing advanced AI models—will determine which nations and corporations lead in the coming decades. “Artificial intelligence is no longer a matter of models; it is a matter of infrastructure,” he stated. “Whoever controls the infrastructure will shape the future.” His remarks underscored the belief that robust and self-sufficient digital foundations are essential for leveraging AI effectively. According to Koç, AI infrastructure consists of five critical layers: energy, chips and computing power, data centres and cloud infrastructure, AI models, and applications. Each layer plays a vital role in ensuring that AI can function efficiently and scale across different sectors. He noted that the significance of model size or processing power alone is diminishing compared to the need for infrastructure that can transfer intelligence from data centres into real-world environments. This includes enhancing network planning, improving energy efficiency, and increasing operational resilience through AI integration. Telecommunications networks, according to Koç, act as the central platform linking these layers. These networks enable AI to reach end-users, devices, cities, and industries, making them the backbone of modern digital ecosystems. Next-generation networks, he explained, are crucial for carrying AI capabilities from centralized data centres to distributed locations, thereby expanding access and functionality. Turkcell’s investment strategy reflects a broader ambition to strengthen Türkiye’s digital infrastructure. Koç mentioned that the company is focusing on energy production, data centre construction, and cloud technologies as part of a comprehensive plan to bolster national capabilities. He stressed that countries able to produce their own energy, process their own data domestically, and develop their own cloud infrastructure will have greater influence in the global technological landscape. “Our goal as Turkcell is operational independence in digital infrastructure,” Koç said. This objective aligns with a strategy that avoids reliance on any single geopolitical bloc, whether Eastern or Western, while adhering to national regulations. The company’s approach emphasizes openness, balance, and diversification in sourcing technology solutions. Koç described this effort as not just a corporate initiative but a national responsibility, stating that each infrastructure project undertaken by Turkcell contributes strategically to Türkiye’s long-term digital future.
