Tourism is not driven by beautifying statistics:: Pavela sharply called Marijana Kalčić and the mayor

Leo Pavela, a member of the County Assembly of Primorsko-Goranska County and part of the Tourism Committee, has publicly expressed serious dissatisfaction with how tourism in Kvarner is currently managed and communicated. His concerns focus on two main issues: the statements made by Marijana Kalčić, director of the Kvarner Tourist Board, regarding local residents' satisfaction with tourism figures, and the lack of response from County Governor Ivice Lukanović concerning the situation at the beach in front of the Hilton Costabella hotel. Pavela criticized Kalčić's assertion that locals are satisfied with current tourism numbers because "the destination breathes," implying fewer crowds and less congestion. He questioned the basis for her claim, asking whether she had consulted private landlords, restaurateurs, tour agencies, transport providers, traders, fishermen, seasonal workers, and others directly affected by tourist traffic before making such a statement. According to published data, Kvarner recorded approximately nine percent fewer arrivals and eight percent fewer overnight stays in June compared to the same month in 2023. In the first half of July, similar declines were noted. Pavela emphasized that sustainable tourism is not the same as having fewer visitors. While reduced congestion can be a positive outcome, it must come alongside sustained tourist spending, income, employment, and quality of life for residents. He argued that Kalčić does not have the authority to represent the views of local residents without credible evidence supporting her claims. Such communication lacks professionalism and responsibility toward those who depend on tourism for their livelihoods. He also addressed the issue of the beach in front of the Hilton Costabella, highlighting its significance for tourism, maritime rights, and citizens' access to the coast. As the State Prosecutor’s Office conducts investigations into the concession agreement and public demand for answers, Lukanović stated he had "no particular opinion" and that his role was different. Pavela rejected this response, noting that the governor is the head of Primorsko-Goranska County, president of the Kvarner Tourist Board, and holds political responsibility for the work of county bodies and the tourism system. The connection between Lukanović and the company Modern Line, which participated in equipping the Hilton Costabella, adds to the need for transparency. Lukanović previously described this collaboration as the largest business deal for the company. While such business ties are not inherently problematic, they raise questions about potential conflicts of interest. Pavela stressed that the governor should provide a more detailed explanation, clarify his position, and dispel any doubts about possible conflicts of interest. Silence and detachment in such circumstances create additional distrust. Pavela expressed frustration over the governor's failure to seek the opinion of the Tourism Committee of the County Assembly on key tourism issues. The committee was established not for formality nor to confirm already made political decisions. Therefore, he called for an urgent meeting of the Tourism Committee of the Primorsko-Goranska County Assembly to present comprehensive tourism results for June and the first half of July, explain the data used by the Kvarner Tourist Board to assert local resident satisfaction, and submit a complete report from relevant county authorities on concessions.
