The city of Zagreb has once again selected GIP Pionir to carry out construction work worth nearly 60 million euros including VAT, following previous controversies over the procurement process for a new railway line. This decision comes after the first selection was annulled in January of this year due to a complaint by the consortium Texo Molior and Tigra, which led to a court ruling invalidating the initial choice. The city had to reimburse the complainants over 66,000 euros in legal costs. Earlier, in April 2025, the procurement was canceled because the most economically advantageous bid exceeded the estimated value by over 40 percent. In a subsequent tender last year, four bids were received, with GIP Pionir’s offer being chosen as the second-lowest after the lowest bid from Hairli Gradska was rejected due to missing guarantees and payment deposits.
