Tinubu’s N10 billion Ebola fund

President Bola Tinubu has taken decisive action in response to the growing threat of the Ebola Virus Disease (EVD) in neighboring regions of Africa. In a significant move, the Nigerian leader has authorized the release of N10 billion as emergency funding to enhance the country's preparedness and response capabilities. This financial injection aims to bolster the operational readiness of the Nigeria Centre for Disease Control and Prevention (NCDC), which plays a crucial role in managing public health crises. The announcement coincides with the formation of a Presidential Task Force dedicated to EVD preparedness and broader public health threats, signaling a comprehensive approach to safeguarding national health security.

The initiative follows a high-level meeting convened by the President's Chief of Staff, Femi Gbajabiamila, involving key stakeholders from various sectors, including the Ministry of Interior, the Federal Airports Authority of Nigeria (FAAN), and the Nigerian Civil Aviation Authority (NCAA). These discussions focused on assessing Nigeria's current level of preparedness and developing strategies to prevent the importation of Ebola into the country. As part of this effort, the government has directed all states hosting international airports and border corridors to submit detailed preparedness plans, outlining their funding requirements and intervention needs for coordinated implementation by the federal government.

To reinforce border defenses, the Task Force has initiated several immediate measures. These include intensified passenger screening at all international airports, with enhanced temperature checks and stricter crowd-control protocols. Additionally, monitoring of travelers arriving through identified high-risk routes, such as those operated by airlines like Air Uganda, RwandAir, Air Tanzania, and others, has been prioritized. Referral and isolation centers are set to be activated promptly at Lagos and Abuja international airports, with similar facilities planned for other designated entry points across the country. A QR code-based pre-arrival health declaration system will also be implemented for passengers coming from or transiting through high-risk countries.

The government has also mandated the disinfection of various airport facilities, including departure halls, baggage areas, and cargo sections, as part of precautionary environmental measures. Furthermore, the advisory group associated with the Task Force is tasked with consulting security, diplomatic, and aviation authorities regarding potential regulations for flights originating from affected countries. This includes recommending the designation of specific airports or terminals for high-risk flights to facilitate controlled screening and isolation procedures, along with considering adjustments to flight schedules to minimize interactions between high-risk passengers and other travelers.

The establishment of the Presidential Task Force and the allocation of N10 billion represent a strategic response to the evolving situation surrounding the Ebola outbreak in Central and East Africa. The World Health Organization (WHO) has declared the outbreak a Public Health Emergency of International Concern, underscoring the urgency of the situation. Nigeria's experience during the 2014 Ebola outbreak serves as a poignant reminder of the importance of maintaining vigilance against infectious diseases that do not recognize borders.

In tandem with Nigeria's efforts, the Coalition for Epidemic Preparedness Innovations (CEPI) has announced a significant investment of $1.9 million to accelerate the development of a vaccine candidate against the Bundibugyo ebolavirus. This funding, awarded to Public Health Vaccines, LLC (PHV), aims to support the rapid production of Master Viral Seed stock necessary for advancing the investigational vaccine into clinical testing. The Bundibugyo outbreak has resulted in over 560 confirmed infections and more than 100 confirmed deaths, highlighting the pressing need for a viable vaccine. Currently, no licensed vaccine exists for the Bundibugyo virus, nor is any in clinical development. However, CEPI's investment reflects a commitment to diversifying research approaches and improving the likelihood of delivering safe and effective vaccines within shorter timelines.

Collaboration among global health partners is essential in addressing the challenges posed by the Bundibugyo outbreak. CEPI has mobilized laboratory networks, clinical trial partners, manufacturers, and regulators to strengthen outbreak response and vaccine development activities. Ongoing partnerships with organizations such as Gavi and the World Bank aim to explore financing options for manufacturing and procurement. The importance of sustained investment in epidemic preparedness and scientific innovation is underscored by the concurrent occurrence of the Bundibugyo outbreak and a recent hantavirus outbreak, emphasizing the need for continuous vigilance and adaptive responses to emerging health threats.
