A teenager with autism has injured fifteen staff members at a social care facility, highlighting deep systemic failures in Croatia's approach to supporting individuals on the autism spectrum who exhibit severe behavioral challenges. The incident has sparked renewed calls for reform within the country’s social welfare system, which critics argue lacks adequate resources, infrastructure, and specialized expertise to manage such cases effectively.

The boy, aged seventeen, was placed in the care of the facility following interventions by the Ministry of Labour, Pension System, Family and Social Policy (MROSP). According to reports, extensive efforts were made to prepare both the institution and the teenager for his integration into the environment. However, despite these preparations, the young man's behavior frequently escalated, leading the facility to request his removal after one and a half months. The decision came after multiple incidents involving aggressive conduct, including two instances where the facility contacted a hospital seeking guidance on potential measures—such as physical restraint—which the hospital reportedly did not respond to.

The situation culminated in the teenager attacking fifteen employees, leaving five of them hospitalized due to serious injuries. This tragic outcome underscores the inadequacy of current systems designed to support individuals with complex needs. The facility concluded that it could not meet the specific requirements of the teenager, particularly during periods of psychological deterioration, citing numerous limitations within the social care system.

Darijo Jurišić, a legal representative for people with disabilities, has long advocated for the establishment of special units within existing rehabilitation centers to handle crisis situations. He emphasized that the issue has worsened over the past two years, noting that discussions around autism often focus solely on children, neglecting the realities faced by adults with autism who require ongoing support. As individuals grow older, their communication abilities may decline, while their physical strength increases, often accompanied by aggressive behaviors. These changes place immense pressure on families, particularly mothers, who are frequently left to manage without sufficient assistance.

Jurišić highlighted the emotional and physical toll experienced by caregivers, stating that they are often forced to deal with violent episodes alone, lacking the necessary tools or support. He described how the system fails to provide appropriate placements, either due to a lack of available spaces or insufficient staffing levels. In many cases, temporary accommodations are ill-suited to the needs of individuals with autism, lacking trained personnel, sensory-friendly environments, and specialized rooms for calming down during crises.

The absence of personalized rehabilitation programs further exacerbates the problem, leaving individuals and their families without effective strategies to prevent or manage challenging behaviors. Jurišić recounted several tragic cases, including instances of child fatalities and parental suicides, underscoring the urgent need for comprehensive reforms. He stressed that the current state of affairs is unsustainable, with families bearing the brunt of responsibilities that should be shared by the broader societal framework.

In response to the incident, there have been calls for immediate action to address the gaps in the social care system. Advocates are urging policymakers to invest in specialized facilities equipped to handle the unique needs of individuals with autism, ensuring that both staff and residents receive the training and resources required to maintain safe and supportive environments. Additionally, there is a growing emphasis on developing preventive measures rather than reactive solutions, aiming to reduce the frequency and severity of crises before they escalate to dangerous levels.
