Telegram messenger: short domain tme may be blocked due to US sanctions

The domain name t.me, used by the messaging service Telegram for short links to channels and user profiles, is currently unreachable. The domain’s status has been set to “registryHold” by the Network Information Center (NIC) of Montenegro, which manages domain registrations in the country. According to ICANN, this status indicates a potential issue with the domain that must be resolved collaboratively between the registrant and the registry. While the exact cause of the disruption remains unclear, there are indications that U.S. sanctions against a Ukrainian virtual private network (VPN) provider could be responsible. The t.me domain is integral to Telegram’s functionality, allowing users to share direct links to channels and personal profiles. However, in its current state, the domain is non-operational, rendering this feature unavailable in several versions of the Telegram app, including the iOS and macOS clients. As a workaround, users can replace t.me with telegram.me, which continues to function normally. This temporary solution allows continued sharing of links, though it does not fully restore the original experience. Jonah Aragon, a staff member at the NGO Privacy Guides, suggests that the U.S. Treasury’s Office of Foreign Assets Control (OFAC) might have played a role in the t.me outage. OFAC added the Ukrainian VPN provider FirstVPN to its Specially Designated Nationals (SDN) list on July 13. FirstVPN uses multiple domain names, including those in the .com, .net, and .org namespaces, as well as a direct link to its Telegram channel. It appears that the t.me domain was inadvertently affected during the enforcement of these sanctions. The situation raises concerns about overblocking, a phenomenon where domains or services associated with sanctioned entities become inaccessible even if they are unrelated to the sanctioned activity. In this case, the domain registrar intervened, leading to the t.me domain being taken offline. The .org domain associated with FirstVPN was placed under a “serverHold” status by the registrar Key-Systems, while the .com domain was reportedly deactivated through the removal of DNS records by Cloudflare. This incident follows a pattern of disruptions affecting Telegram, particularly in countries such as India, where the platform faced restrictions during regulatory reviews. The current situation highlights the broader implications of international sanctions on digital infrastructure, especially when domains are shared among multiple services and jurisdictions. The outcome of this situation will depend on how quickly the domain registrar and relevant authorities resolve the technical issues surrounding t.me. If the domain remains blocked, it could lead to further complications for Telegram users who rely on the t.me system for communication and content sharing. Until the domain is restored, alternative solutions such as using telegram.me will remain necessary for maintaining access to the platform’s core features.
