Suspected of poisoning Alexei Navalny, sanctioned by the European Union

The European Union has imposed sanctions on six Russian citizens suspected of involvement in the development of a toxin found in samples taken from the body of Alexei Navalny, the Russian opposition leader who died as a result of poisoning. According to reports from EFE cited by Agerpres, the EU Council stated in a statement that these individuals were likely responsible for creating the epibatidin toxin, also known as the dart frog toxin, which was “very probably” the cause of Navalny’s death. The sanctions include blocking their assets, prohibiting them from receiving financial funds or resources directly or indirectly, and banning travel within the EU.

Among the sanctioned individuals are scientists and researchers working in the military field. Some have been associated with the Scientific Center Signal, also referred to as SC Signal, including Igor Babkin, head of the laboratory at this center. Other names on the list include Irina Dereviagin, a chemical research analyst at the State Research Institute for Organic Chemistry and Technology in Russia, which is part of Russia's chemical weapons program. Also included is Mikhail Gutalik, head of a department at the Russian Military Academy of Radiological, Chemical, and Biological Defense.

The EU Council emphasized that individuals listed under sanctions have their assets blocked and are prohibited from receiving financial support or resources, either directly or indirectly. Additionally, they are barred from traveling to the EU. Following these new sanctions, there are now 31 individuals and six entities on the EU’s restricted measures list aimed at countering the use and proliferation of chemical weapons.

The European Union reaffirmed its commitment to combatting the proliferation and use of chemical weapons and supporting the provisions outlined in the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction. This international treaty aims to eliminate the threat posed by chemical weapons globally.

Navalny, a prominent critic of President Vladimir Putin, had previously survived an attempted poisoning in August 2020, which he attributed to the Russian government. His death in February 2023 sparked widespread condemnation both domestically and internationally, with many calling for investigations into the circumstances surrounding his demise. The EU's decision to sanction these six Russians marks another step in its efforts to hold accountable those believed to be involved in the use of chemical weapons against political opponents.
