SFI demands that UDF government rid the Kerala Governor of Chancellor power

The Students Federation of India (SFI) has escalated its pressure on the United Democratic Front (UDF) government in Kerala, demanding that the state administration remove the current governor, Rajendra Vishwanath Arlekar, from his role as Chancellor of State-funded universities. This move comes amid ongoing tensions between the ruling UDF and the opposition, particularly concerning the governance of higher education and perceived political influence over academic institutions. The SFI's demand follows a long-standing dispute over the powers of the governor in relation to university management. Under the previous Left Democratic Front (LDF) government, the University Laws (Amendment) Bill, 2022 was introduced to curtail the governor’s role as Chancellor. That bill aimed to transfer the responsibility of appointing university chancellors away from the executive branch and instead establish a more independent process involving a search committee of retired judicial officials. However, the bill was stalled when the then-governor, Arif Mohammad Khan, referred it to the President for approval under Article 200 of the Constitution, effectively blocking its implementation. The UDF government, which came to power following the 2021 elections, expressed concerns about potential misuse of the governor’s office by the central government led by the Bharatiya Janata Party (BJP). It aligned itself with the LDF’s stance against the governor’s continued influence over university affairs, fearing that the BJP might leverage the position to promote its ideological agenda within Kerala’s educational framework. Despite this agreement, there were differences in approach. While the LDF supported direct appointment of chancellors by the state government, the UDF advocated for a more neutral selection mechanism to prevent political manipulation. In recent months, the SFI has intensified its campaign, presenting its demands directly to the leader of the opposition, V.D. Satheesan, who currently serves as chief minister. Among these demands, removing the governor from the chancellor role stands out as a key priority. Other issues include ensuring free transportation for students, establishing permanent vice-chancellors, providing free education up to degree level, guaranteeing political freedom on campuses, appointing permanent principals in government colleges, regulating fees in private and self-financing institutions, and implementing a unified examination system. The situation has further complicated by allegations from former chief minister Pinarayi Vijayan, who claims that the current government is yielding to the BJP’s pressures, allowing the governor to fill university senates with members from the Sangh Parivar and RSS. These accusations have deepened divisions within the political landscape, raising questions about the extent of governmental autonomy in managing higher education. As the debate continues, the SFI’s push for action could lead to renewed legislative efforts by the UDF government to address the issue of the governor’s role in university governance. Whether such a proposal will gain traction depends on the willingness of the ruling party to confront the constitutional hurdles posed by the previous governor’s actions and the broader political dynamics at play.
