Report: Rep. Lauren Boebert Accused of Having Sexual Relationships with Three Staffers

Rep. Lauren Boebert (R-CO) faces accusations of engaging in sexual relationships with three of her staffers, according to a sworn ethics complaint filed with the House Ethics Committee, per reports from American Muckrakers. The complaint alleges that Boebert had relationships with Clarice Navarro, Raven Finegan, and Jeffrey Small. Navarro, who worked as Boebert’s District Director from January 2021 to January 2025, is said to have engaged in sexual activity with the congresswoman during and after office hours, including in the district office, a campaign-reimbursed vehicle, and hotel rooms paid for by Boebert’s campaign. The complaint also states that Navarro received approximately $449,391.63 in total House pay over four years, along with $30,650 in annual bonuses paid from taxpayer funds. These bonuses are described as being tied to the relationship rather than official duties. Navarro reportedly received an additional $200,000 in March 2025 after leaving her position, following claims that she intended to file an ethics complaint. The source of these funds remains unspecified. Navarro and Boebert allegedly had a physical altercation at Hooch Aspen, a cocktail bar owned by Quinn Gallagher, a former lover of Boebert and participant in the “Beetlejuice Boebert” incident. Sources claim the fight occurred after Navarro became upset with Boebert’s flirtation with Gallagher. A video of the incident is reportedly available but has yet to be located or shared with investigators. The complaint also alleges that Boebert had a sexual relationship with Finegan, currently her District Chief of Staff, and with Small, who served as her Chief of Staff from 2021 to 2025. Small reportedly earned $767,892 in taxpayer-funded salary before leaving in January 2025, accompanied by a $10,000 campaign payment upon departure. Jayson Boebert, the congresswoman’s ex-husband, dismissed the allegations as “fairy tale made up propaganda” in a message shared by American Muckrakers, claiming they had “bad sources.” In May 2023, Boebert filed for divorce from Jayson, citing irreparable marital issues. Former Rep. Matt Gaetz (R-FL) responded to a post alleging Boebert had affairs with Navarro, Finegan, and Small, and that she participated in a “threesome” with Gaetz and Navarro. He urged anyone with video evidence of the alleged encounter to share it immediately. Boebert’s office has not issued a public statement regarding the allegations. The complaint references House payroll and campaign finance records but relies on unnamed sources whose notes remain confidential. The House has a rule prohibiting members from engaging in sexual relationships with employees under their supervision, a rule invoked in a 2019 investigation of then-Rep. Katie Hill. Boebert previously commented on congressional misconduct, suggesting lawmakers should “go to church, find Jesus,” and questioning why colleagues were “so horny” after resignations linked to misconduct. Her past involvement in the Beetlejuice incident at Denver’s Buell Theatre, where she was filmed with then-boyfriend Quinn Gallagher, has drawn continued scrutiny.
