He noted that the last phase of reconstruction is often the most challenging due to technical difficulties, legal issues, or the need for mediation among affected families. Brugada delivered a building of apartments in the Benito Juárez borough, which had been damaged by the 2017 earthquakes. The project cost 134 million pesos and includes 16 levels, three of which are parking spaces, along with 54 apartments benefiting 36 affected families. This included the execution of 22 foundation piles measuring 1.8 meters in diameter and reaching depths of up to 24.5 meters. Additional measures were taken to ensure the stability of the surrounding terrain using sprayed concrete and Berlin walls to stabilize adjacent properties. The building features water supply, drainage, electricity, natural gas, rainwater collection systems, an elevator, common areas, and other amenities. The mayor criticized previous administrations for attempting to turn the tragedy into a business opportunity, suggesting that some sought to rebuild at the expense of the families' financial well-being. She contrasted her approach with that of former head of government Miguel Ángel Mancera, emphasizing that the reconstruction effort must remain a public responsibility rather than a commercial venture. The completed building at Morena 312 stands as a symbol of the progress made in restoring housing for those affected by the 2017 earthquakes, reflecting the ongoing commitment to support displaced residents through comprehensive and sustainable reconstruction efforts.
