Od jutri bo v Sloveniji možna souporaba električne energije iz obnovljivih virov, kar predstavlja nov koncept v energetskem sistemu države. Sistem bo zaživel 1. julija, medtem ko je registracija za zainteresirane oddajnike že začela 1. junija na portalu Moj elektro. Ključna značilnost sistema je, da lastniki sončnih elektrarn lahko viške proizvedene energije administrativno prenesejo drugim uporabnikom, kot so sorodniki, prijatelji ali znaci, vse hkrati v Sloveniji. To pomeni, da se energija upošteva pri obračunu računa, ki ga prejemniku izstavi njegov dobavitelj. Tako se prejemnik zniža strošek za elektriko v tistih intervalih, ko elektrarna oddajnika oddaja presežno energijo v omrežje. Znižanje pa zadeva zgolj postavko za električno energijo, ne pa omrežnine in prispevkov, ki se obračunajo glede na dejanski odjem iz omrežja.
Souporaba ni fizičen prenos energije po omrežju, ampak gre za administrativni prenos, kar omogoča bolj učinkovito porabo viškov proizvedene energije. Poudarek je na solidarnostnem učinku, kjer lahko en uporabnik pomaga drugemu. Za ceno energije v souporabi se dogovorita oddajnik in prejemnik sama, možno pa jo je prenesti tudi po povsem simbolični vrednosti. Oddajnik in prejemnik skleneta formalni dogovor o souporabi ter o njem obvestita distribucijskega operaterja in dobavitelja električne energije. Registracijo na portalu Moj elektro opravi oddajnik oziroma po njegovem pooblastilu organizator souporabe.
Kdo lahko sodeluje v souporabi? Souporaba je namenjena vsem končnim odjemalcem električne energije, z izjemo velikih podjetij in tistih, pri katerih bi souporaba pomenila opravljanje gospodarske dejavnosti. Geografska razdalja med udeleženci pri tem ne igra vloge, oddajnik in prejemnik sta lahko iz različnih krajev ali regij, dovolj je, da oba prebivata v Sloveniji. Edina omejitev velja za odjemalce, ki so vključeni v sistem samooskrbe z letnim net meteringom. Ti so v souporabi lahko le v vlogi oddajnika in energije ne morejo prejemati.
Pojavilo se je tudi zaskrbljenost med dobavitelji elektrike, da bi souporaba ogrozila solidarnostni učinek. Dobavitelji so uvedli mesečno doplačilo za souporabo, kar ogroža njen solidarnostni namen. Agencija za energijo tega ne more preprečiti, ker ta storitev ni regulirana. Dodano je, da je zakon ne prepoveduje zaračunavanja stroška souporabe tako za prodajalca kot tudi za kupca elektrike. Mesečni strošek se giblje med tremi in šestimi evri, odvisno od dobavitelja. Agencija RS za energijo cenikov dobaviteljev ne komentira, saj storitev organiziranja souporabe ni regulirana in zakonodaja njenega zaračunavanja ne prepoveduje. Direktorica Duška Godina je dodala, da verjamete, da bodo s ciljem spodbujanja souporabe ceniki odražali stroške, ki ponudnikom s tem dejansko nastajajo.
Dobra ideja lahko propade zaradi slabe uporabniške izkušnje: tisti, ki bodo delili električno energijo, bi lahko izgubili denar, namesto da bi ga dobili. Gregor Novak, direktor SunContracta, je opozoril, da je registracija souporabe poteka tako, da oddajnik in prejemnik skleneta pogodbo o souporabi ter o tem obvestita distribucijskega operaterja in svoje dobavitelje električne energije. Vzorec takšne pogodbe je agencija objavila na svoji spletni strani. V pogodbi se prosto določi cena elektrike v souporabi. Omrežnina in prispevki pa se oddajniku in prejemniku obračunajo glede na dejanski odjem iz omrežja. Oddajnik in prejemnik se morata tudi registrirati na portalu Moj elektro. Kdor se bo hotel v sistem souporabe vključiti avgusta, bo moral zahtevek za registracijo na portalu Moj elektro oddati najkasneje do 10. julija.
Uporabnik, ki ima (sončno) elektrarno, lahko viške proizvedene energije, ki jih sicer ne porabi sam in jih zato odda v omrežje, prenese na druge uporabnike. Na tem portalu se tudi določi delež oddanih presežkov proizvedene električne energije. Deleži so enaki za vsak 15-minutni interval, spremenijo se lahko mesečno. Ker se pri obračunu proizvodnje in porabe uporablja 15-minutni interval, to pomeni, da mora prejemnik praktično sočasno porabljati elektriko, ki mu jo dobavlja lastnik sončne elektrarne. Če te sočasnosti ni, neporabljeni presežki stečejo k dobavitelju, prejemnik pa mora kljub temu plačati celotno količino, je opozoril Forbes Slovenija. Obenem prejemnik elektrike ne more preverjati, ali je časovno usklajen s proizvajalcem. Portal Moj elektro namreč natančne podatke objavlja z enodnevnim zamikom.
Eles opozarja, da minus si lahko ustvari tudi lastnik sončne elektrarne. »Oddajniki v svojih vlogah določajo zelo širok razpon deleža električne energije, ki bi ga želeli oddati prejemniku,« opažajo v Elesu. »Ta delež se giblje vse od 1 do 100 odstotkov, pri čemer nas skrbi predvsem velik delež tistih, ki so v svojih elektronskih vlogah označili, da v souporabo oddajajo 100 odstotkov svoje v omrežje oddane električne energije oziroma tako rekoč vse svoje presežke.« Sistem vsebuje pasti, saj zahteva sočasnost porabe in proizvodnje, kar lahko povzroči neprimerno porabo denarja.
