The mayor of Amadora is under investigation in Operation Imergente

The president of the Amadora City Council, Vítor Ferreira, has been formally charged as part of Operation Imergente, an ongoing police investigation into alleged corruption involving municipal and parish councils affiliated with the Socialist Party (PS). The charges against Ferreira stem from suspicions that he violated public procurement rules by using a direct contract with Duarte Moral, who serves as the communications director for the PS and is also under investigation in this case. According to reports, Ferreira allegedly hired Moral to draft a speech for the April 25th ceremony this year, which was conducted via a direct agreement worth €2,200 plus VAT. This method of contracting is considered improper under public administration regulations, leading to accusations of abuse of power, or *prevaricação*.

Ferreira is now the eighth known member of the PS to be charged in Operation Imergente. Other individuals implicated include two councilors from Lisbon's city council—Sérgio Cintra and Carla Madeira—the mayor of the Misericórdia parish, Carla Almeida, former mayor of the Santa Maria Maior parish, Miguel Coelho, former councilor from Oeiras, Ana Filipa Laborinho, former leader of the PS-Oeiras group, Rui Pedro Nascimento, and Duarte Moral himself. These individuals are all suspected of involvement in the misuse of public contracts, potentially amounting to millions of euros in illicit transactions.

Operation Imergente began on May 28, when the Public Prosecution Service conducted searches at multiple locations, including the national headquarters of the PS in Lisbon. During these operations, four individuals were detained, though none were arrested in the act of committing a crime. One person was detained while in possession of an illegal firearm. In total, 37 individuals have been identified as suspects in the operation, indicating a broad scope of potential wrongdoing within local government bodies associated with the PS.

The allegations center around the improper awarding of public contracts by municipal and parish councils. These contracts reportedly totaled over €2 million and were awarded without following proper legal procedures. The use of direct agreements, which bypass standard bidding processes, is a key point of contention in the investigation.
